Program Overview

Supports RIVA's Bid & Proposal organization by developing compelling, compliant proposal content for Federal civilian opportunities while partnering with capture, solution, and delivery teams.

Position Overview

Develops high-quality technical proposal content, translates complex solutions into evaluator-focused narratives, and supports full proposal lifecycle activities including strategy, writing, editing, graphics concepts, and proposal library maintenance.

Core Responsibilities
  • Collaborate with capture, solution, and delivery teams to develop win themes and discriminators.
  • Write, edit, and refine RFP, RFI, white paper, and proposal content.
  • Participate in solution sessions, content planning, and proposal strategy meetings.
  • Translate technical concepts into persuasive proposal narratives.
  • Synthesize SME input into one-voice, compliant proposal responses.
  • Review technical approaches and identify gaps and risks.
  • Support proposal graphics and CONOPS development.
  • Edit, proofread, and ensure compliance with solicitation requirements.
  • Maintain reusable proposal content and knowledge libraries.
Minimum Qualifications
  • Bachelor's degree or equivalent experience.
  • 5-7 years of Federal proposal writing experience.
  • Experience translating technical content into compliant proposal responses.
  • Excellent writing, editing, and proofreading skills.
  • Strong Microsoft 365 skills including SharePoint, Word, Excel, PowerPoint, and Copilot.
  • Experience using AI tools for proposal development.
  • Ability to manage multiple deadlines simultaneously.
Preferred Qualifications
  • APMP Foundation Certification or higher.
  • Shipley proposal training.
  • Experience supporting Federal IT proposals.
  • Experience with color team reviews and proposal graphics.
