The Clinical Trials Fiscal Manager provides leadership and oversight to oncology clinical trial finance activities across the Fred Hutch, University of Washington, and Seattle Children's Cancer Consortium ("Cancer Consortium"). This position is responsible for overseeing clinical trial finance pre- and post-award for a complex portfolio of Oncology clinical trials primarily Investigator Initiated & Non-Industry Trials. As a key leader in the Cancer Consortium's central clinical trials office, Clinical Research Support (CRS), the Fiscal Manager is responsible for driving strategic initiatives, fostering collaboration, and ensuring operational success across multiple research programs.

Responsibilities
  • Oversee clinical trial pre-award financial activities including but not limited to preparation of complex clinical trial budgets, study and funding intake submissions, sponsor funding applications, and coordination with the contracts team to draft and execute underlying clinical trial funding agreements.
  • Review and analyze study protocols to identify all trial-related costs and resource requirements
  • Perform coverage analysis in partnership with PI to inform feasibility budgeting
  • Develop comprehensive site budgets including site fees, personnel, procedures, equipment, and supplies
  • Review CTMS study calendars, MCA & other work products to help ensure all documents are aligned during study startup
  • QC budget drafts across the team and identify tools and guidance to address quality trends
  • Develop budget scenarios for different enrollment projections
  • Provide cost-benefit analysis and budget optimization recommendations
  • Identify cost-saving opportunities without compromising trial quality or compliance
  • Support budget negotiations with sponsors, and funding agencies
  • Respond to budget inquiries and provide detailed breakdowns of cost allocations
  • Review and reconcile final budgets against protocol scope of work
  • Meet with research team members to clarify budgeting requirements and timelines
  • Provide guidance on clinical trial budget best practices and billing compliance
  • Maintain organized budget documentation for audit and compliance purposes
  • Develop innovative budgeting strategies, templates, SOPs & training materials to support a complex budget development function
  • Mentor, support, and develop staff, including direct management of budget analysts.
  • Prepare funding applications and annual reporting for submission to grantors and sponsors, and monitor subsequent performance against clinical trial agreement, and funding agency terms.
  • Administer and monitor budgets, provide routine reports and prepare complex financial models, communications, projections, and presentations to director, leadership and relevant stakeholders.
  • Act as liaison to Office of Sponsored Research, Contracts Office, Finance and Accounting, and funding sponsors, providing information as needed for allocation of all funds.
  • Assist in the development of policies and procedures as they relate to finance, budget and contract administration.
  • Other CRS financial duties and projects assigned.
Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in finance/accounting or related field or equivalent qualification or experience
  • Minimum six years of experience in healthcare or finance
  • Two years' experience in clinical trial budget development & management
  • Two years' experience overseeing clinical trial operations/budget staff
  • Demonstrated ability to work effectively in a fast-paced financial management environment.
  • Highly organized and detail oriented with strong time management skills to effectively manage multiple and competing demands.
  • Effective and professional oral and written communication skills required.
  • Advanced skills with detailed financial analysis tools and reporting.
  • Strong computer skills-MS Word, Excel, Access, Adobe Acrobat and advanced knowledge of Excel required.

PREFERRED QUALIFICATIONS:

  • Clinical research-related certification preferred. 
  • Experience with Clinical Trial Management Systems (CTMS) preferred.
  • Experience working in EPIC preferred.
  • Experience with multi-site clinical research projects and NIH grants and contracts preferred.

The annual base salary range for this position is from $109,699 to $173,347, and pay offered will be based on experience and qualifications.Although Fred Hutch is not sponsoring most H-1B visas at this time, candidates who already hold an H-1B sponsored by another organization and are currently in the U.S. may be eligible for this position.Fred Hutchinson Cancer Center offers employees a comprehensive benefits package designed to enhance health, well-being, and financial security.
