The Department of Economic Security, Division of Aging and Adult Services (DAAS), is seeking an experienced and highly motivated professional to join our team as a Human Resources Analyst Senior. This position will be responsible for performing professional personnel work of considerable difficulty, serving as a lead analyst in multiple disciplines of Human Resources (HR). Providing technical advice to employees, supervisors and managers relating to recruitment (hiring process, promotions, status changes, etc.), classification and compensation, employee relations, and operation activities.
This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meetings of expected performance measures.

All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.
Job Duties:
Essential Duties and Responsibilities include but are not limited to:
• Developing and implementing recruitment strategies, identifying qualified candidates and assisting in coordinating the interview process.
• Composing job announcements, advertising vacancies, reviewing resumes, and assisting hiring managers with the interview and selection process.
• Assisting and mentoring new and less experienced staff.
• Working with supervisors and managers in preparing PDs, completing and submiting required classification paperwork .
• Reviewing and analyzing positions to recommend appropriate classification and grade.
• Providing technical expertise to management on agency classification and compensation systems, issues, programs, strategies and services.
• Working directly with management/supervisors/employees to resolve Human Resource related general problems and questions.
• Conducting Employee Relations investigations, formulating recommendations, preparing and submitting investigation reports.
• Preparing related statistical and salary analysis and reports for management use in decision making process.
• Performing research and making recommendations to management based on state and department guidelines.
• Ensuring equity within Division adhering to ADOA Classification and Compensation guidelines.
• Managing performance review program including review, verification of data accuracy and program control.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
• Federal and state statutes, laws, and department rules, policies, and procedures relating to Human Resources
• Principles and practices of human resources management and benefits administration
• Developing and implementing recruitment strategies
• Principles of classification and compensation
• Human Resources Information Systems
Skills In:
• Oral and written communication
• Gathering, correlating and analyzing data
• Proper evaluation of applicant resumes and applications
• Researching, fact-finding, and using investigative practices and interviewing techniques when conducting investigations or for employee relations issues
• Developing and maintaining effective interpersonal relationships
• Using a variety of computer software packages (e.g., Excel, Word, Visio, Adobe, PowerPoint, Google Suite, etc.)
Ability to:
• Write clear, concise, and accurate reports
• Comprehend, interpret and apply personnel statutes, rules, regulations and procedures
• Handle high volume staffing for hard-to-fill positions
• Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations
• Multi-task and thrive in a fast-paced, performance driven environment

Selective Preference(s):
The ideal candidate for this position will have:
• Bachelor's Degree in Human Resources or closely related field and 2 years experience as an Intermediate Human Resources Analyst or equivalent experience (i.e., progressively responsible human resources experience in staffing, employee relations and classification)
• OR 3 years as an Intermediate Human Resources Analyst. Two years additional year work experience substitutes for the degree.
Pre-Employment Requirements:
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
