Job description

Summary
This position is part of the Resources Directorate at Selective Service System. The incumbent will be responsible for a full range of administrative and analytical duties associated with the formulation, justification, presentation, execution and review of the agency's appropriated and revolving budgets.

  • Provides advice and recommendation to Headquarters and field office program managers on the formulation, justification, presentation and execution of the SSS budget.
  • Develops budget estimates for assigned programs, including multi-year funding, personnel, facilities, equipment, security, logistics, transportation, and mail requirements supporting Agency operations.
  • Reviews, analyzes, edits, and consolidates budget submissions from Headquarters and field offices, ensuring technical accuracy, proper format, mathematical accuracy, adequate justification, and compliance with budget policies and guidelines.

Qualifications
At the GS-13 level, you must meet the following qualification:
One year of specialized experience that is equivalent in difficulty and complexity to the GS-12 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in:
  • Analyzing and advising on legislation, appropriations language, and various guidelines pertaining to agency's budgeting and planning requirements.
  • Formulating budget estimates for assigned programmatic areas, including multi-year estimates of required funding, personnel, facilities and equipment needed for their administration.
  • Forecasting long-range, and/or short-range funding needs for major segments of an agency's budget.

Only experience and education obtained by the closing date of this announcement will be considered.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
