Summary
The incumbent focuses primarily on safety mission and emergent safety risk management processes. As an office expert helps with administrative or other processes that support the Office's mission work. Assists office leaders in cultivating management and staff with the diverse range of skills and capabilities needed to improve efficiency and effectiveness within the workforce. Provide guidance, advice, and counsel on mission process policy matters impacting office operations.

As a Program Analysis Officer,GS-0343-15, you will perform the following major duties:
  • Serve as the Business Process Manager, leading and managing the office's efforts to achieve and improve operational performance through the design, implementation, execution, and control of office processes.
  • Serve as a focal point for providing a wide range of data analysis and process re-engineering services to all levels of Aviation Safety management and staff.
  • Lead business process discovery for the Office of Aviation Safety, evaluating processes throughout the organization and their integration.
  • Utilizes expert knowledge of civil aviation accident investigations to guide the analysis and redesign of processes, including the use of advanced methods involving statistical data analysis.
  • Develop complex business cases and impact analysis to ensure buy-in with internal and external stakeholders.
  • Works with office Director and Deputies to identify key performance indicators (KPIs) and measures needed to evaluate the capability of existing processes and the effectiveness of process and programmatic changes and improvements.
  • Work with Director in developing strategic plans for the implementation of short-term and long-term objectives for the office and is responsible for the documentation of measurements for agency-wide reporting requirements.
  • Review and evaluate office written products to ensure they are logical, well-organized, and understandable.

To qualify for this position, you must meet one of the following Basic Requirements:
You must possess one year of specialized experience equivalent to the GS-14 in the Federal service, or comparable pay band system. Qualifying experience may be obtained in the private or public sector. Specialized experience is defined as: Utilize knowledge of civil aviation accident investigations practices and processes to evaluate and improve investigative processes and procedures; use statistical data analytic software and Lean /Six Sigma principles to determine policies, practices, procedures, training, and communication strategies to achieve organizational outcomes; develop policies and procedures to improve program effectiveness and efficiencies.
