Index Analytics, LLC, is a rapidly growing Baltimore-based small business providing health related consulting services to the federal government. Index Analytics is seeking a Product Owner to support Government clients in the Baltimore and Washington D.C. Metro Area. The Product Owner will collaborate with our customers to define product requirements, develop a product understanding, and communicate effectively to both business and technical audiences to deliver solutions. Using Lean-Agile principles and a Scaled Agile Framework (SAFe), the Product Owner will manage product development and focus on delivering value through minimal viable products.

Responsibilities

  • Work closely with stakeholders and the Product Lead and collaborate with cross-functional teams to create and maintain a well-defined product roadmap that aligns with the product vision.
  • Plan and prioritize epics, features, stories, and bugs.
  • Translate business needs and strategic goals into clear requirements and user stories.
  • Develop the team roadmap and support the team as needed to deliver on commitments.
  • Sponsor of a customer-focused mindset with a deep understanding of user needs.
  • Work with development team to implement, accept, and accept user stories as defined.
  • Liaison working with other product owners and scrum masters, program leadership, customers, and development teams.
  • Demonstrate product functionality to stakeholders.
  • Support SAFe scrum ceremony meetings such as Planning Intervals, Iteration Planning & Review, Product Refinement Sessions, Team Sync and Innovation & Planning events.

Qualifications

  • US citizen or Authorized to Work and lived in the US for 3 of the last 5 years. Must be able to obtain a U.S. Federal government client badge and pass a government Public Trust.
  • Bachelor's degree in a relevant discipline required.
  • 8+ years of experience, at least 5 years professional experience managing requirements and backlog with agile development teams.
  • Knowledge and experience of Agile software development methodology.
  • Demonstrated ability to diagnose business problems and come up with product roadmaps and timelines for convincing parties for recommended product implementation.
  • Must be able to communicate to management, peers and customers effectively and professionally as well as demonstrate sound judgment/reasoning skills.
  • Demonstrated ability to work with engineering and analytics teams to discuss technical concepts, make tradeoffs to remove roadblocks, and evaluate new ideas.
  • Be detail oriented, flexible, proactive, and multi-task to quickly adapt to changing client priorities and respond to ad hoc requests.
  • Ability to demonstrate excellent written and oral communication required.
  • Expertise with Agile tools like JIRA, Confluence, Slack etc.
  • Relevant industry certifications (e.g., Certified SAFe POPM) is a plus.
  • Prior experience with Centers for Medicare Medicaid Services or other Govt agencies is a plus.
