Position Overview
 
The Business Analyst supports the USDA Client Experience Center (CEC) by conducting enterprise‑level business and process analysis for major IT initiatives. This role evaluates organizational processes, identifies gaps, develops sustainable improvements, and ensures alignment with government and industry best practices. The analyst leads requirements gathering, process mapping, documentation, and performance metric development to streamline operations and enhance service delivery across the Division. 

Key Responsibilities
 

Process Improvement & Organizational Analysis
 
  • Evaluate gaps in existing processes and develop sustainable improvements and standards. 
  • Conduct holistic reviews of business processes to ensure enterprise alignment and best practice integration. 
  • Provide recommendations for operational and project process improvements, including benchmarking and metrics analysis. 
  • Manage, document, and implement approved organizational process changes. 

Requirements Gathering & Process Mapping
 
  • Facilitate and lead requirements gathering sessions with stakeholders across CEC. 
  • Translate business requirements into documented system processes, workflows, and deliverables. 
  • Produce visually descriptive, complex process maps and management‑level summaries. 
  • Align requirements and process maps with associated projects and organizational initiatives. 

Project & Initiative Support
 
  • Provide subject matter expertise for planning, reporting, and managing process improvement projects. 
  • Support CEC Strategic Direction by coordinating assigned process improvement efforts. 
  • Work with CEC resources to develop resource charts, inventories, workflows, and best practice recommendations. 

Documentation & Deliverables
 
  • Produce written deliverables using standard contracting terminology. 
  • Document Service Desk and IT functional area metrics, best practices, and performance measures. 
  • Track effectiveness of recommended improvements and provide data‑driven justification for changes. 
  • Support organizational survey analysis, operational IT business process improvements, and other divisional initiatives. 

Required Qualifications
 
  • Minimum of 3 years of experience in business analysis, process improvement, or IT service management. 
  • Demonstrated experience with requirements gathering, process mapping, and workflow documentation. 
  • Strong understanding of ITIL concepts and enterprise process improvement methodologies. 
  • Ability to develop visually descriptive process maps and management‑level summaries. 
  • Experience analyzing metrics, benchmarking, and developing performance measures. 
  • Excellent communication skills for facilitating sessions and producing clear documentation. 
  • Ability to work collaboratively with cross‑functional teams and federal stakeholders.
