Northrop Grumman, Mission Systems (NGMS) Sector is looking for Manager Programs 3 to support the Advanced Radar Systems (ARS) Operating Unit (OU) on multiple programs while positioning for future development and program area growth within the Global Mission Solutions (GMS) Business Unit (BU). The location for this role is onsite inLinthicum, Maryland. This position will report under the Advanced Radar Systems Operating Unit.

Program Managers are responsible for leading all phases of the program life cycle from inception (capture and proposal development) through startup, execution, and completion (contract closeout).Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems.

What You'll Get To Do:

The selected candidate will be responsible for the delivery of all objectives and requirements on cost and on schedule, while achieving all technical milestones, and creating customer intimacy to support value creation strategies and actions.The candidate must have demonstrated experience successfully leading large programs or portfolio of programs, to include extensive experience with customer engagement, strategy development, resource planning, and acquisition processes.

The successful candidate will have demonstrated experience leading diverse teams, be a strong communicator, and be able to work successfully within classified and unclassified arenas. The candidate will collaborate closely with business execution leadership at the Operating Unit (OU), and above, and several business functions (e.g., business management, contracts, global supply chain, security, etc.).

  • Cultivate customer relationships and intimacy to generate new business opportunities.

  • Lead crossfunctional Integrated Program Teams (IPT) to achieve cost, schedule, and technical targets.

  • Develop longterm strategic, capture, and businessplan proposals; create competitive assessments, teaming strategies, and pricetowin analyses.

  • Negotiate contracts, milestones, payments and manage scope changes through controlboard activities.

  • Author, review, and finalize the program Statement of Work; establish and maintain program baselines, master plans, schedules, and budget baselines (e.g., Earned Value Management).

  • Identify, track, and fulfill program requirements; allocate and manage resources, including workforce planning.

  • Manage suppliers and government/customerprovided property/information to meet program objectives while ensuring compliance with internal policies, industry standards, security, exportcontrol, and conflictofinterest regulations.

  • Conduct comprehensive risk and opportunity management (identification, mitigation, realization).

  • Measure, report, and present program performance to customers, executive leadership, and other stakeholders.

  • Provide exceptional leadership, mentorship, communication, and teambuilding across all functional areas.

  • Coordinate with internal functions (strategy, finance, contracts, supply chain, engineering) and external partners/industry associations to support capture and execution.

Basic Qualifications:

  • Bachelor of Science Degree and with 8 years of relevant experience, or a Master of Science Degree with 6 years' of relevant experience supporting U.S. Government contracts and customers in roles such as Program Management, Prime Mission Equipment Lead (PME), Systems Engineering Integration & Test (SEIT) Lead, Digital Engineering Lead, and/or Integrated Product Team (IPT) Lead.

  • Demonstrated experience leading large-scale programs with responsibility for program execution, technical performance, cost, schedule, and customer deliverable.

  • Demonstrated experience supporting proposal execution and development of airborne communications antenna systems and/or comparable RF communications, or mission systems technologies.

  • Demonstrated experience identifying, tracking, mitigating, and communicating program risks and opportunities through formal risk and opportunity management processes.

  • Demonstrated business acumen utilizing Earned Value Management Systems (EVMS), Integrated Master Schedules (IMS), financial forecasting, schedule analysis, and program performance reporting.

  • Demonstrated people leadership experience leading cross0fuctional teams in diverse program environments to achieve program milestones, customer requirements, and business objectives.

  • Demonstrated experience leading task executions schedule, within budget, and in compliance with technical requirements as a Project Lead, IPT Lead, and/or Cost Account Management (CAM) utilizing Earned Value Management (EVM) principles.

  • Demonstrated experience leading the performance of tasks on schedule, aligned to a budget and achieving all requirements as either project lead, IPT lead and/or cost account manager with earned value management.

  • Demonstrated experience establishing and maintaining effective customer relationships with Government, internal, and external stakeholders in support of program execution and strategic objectives.

  • US citizenship required.

  • Active U.S. Government Secret clearance required to be considered and the ability to obtain and maintain a SAP Clearance after starting.

Preferred Qualifications:

  • Demonstrated ability to identify, assess, communicate, monitor, and resolve program impacts, issues, and risk through structured problem-solving and proactive program management processes across all levels of the program.

  • Demonstrated experience initiating, developing, integrating, executing, directing, and controlling program plans, cost baselines, and schedule baselines in alignment with contractual requirements, technical objectives, and stakeholder expectations.

  • Demonstrate ability to identify customer requirements and develop follow on business opportunities, contract growth, and/or additional sales aligned with organizational objectives.

  • Demonstrate experience, coordinating and managing cross, functional program, activities, into dependencies, and integrated processes through the program cycle to support successful program, exhibit, execution, and completion.

  • Demonstrated experience applying for risk and opportunity management processes, including identification, assessment, medication planning, handling, strategy, development, monitoring, control, and communication of program risk and opportunities throughout the program lifecycle.

  • Demonstrated ability to plan, define, communicate, monitor, and control program scope to ensure execution aligns with contractual requirements, technical objectives, schedule commitments, and approved work scope.

  • Demonstrated experience, managing subcontractor and supply chain activities, including supplier, selection, subcontract, execution, performance management, and coordination of supply chain, deliverables, and supportive program objectives, and company strategy.

  • Demonstrate experience and engaging with customers, strategic partners, suppliers, and internal stakeholders to understand, require requirements, communicate expectations, result issues, and support customer satisfaction objectives.

  • Current/active U.S. Government Top Secret clearance and an active SAP access clearance.

Primary Level Salary Range: $184,300.00 - $276,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
