Position Summary

IPTA is seeking an experienced On-Site Program Manager to lead all aspects of contract execution for a large-scale IT Services Support (ITSS) with PEO EIS. The Program Manager will serve as the primary interface with the Government customer, manage key personnel, and ensure full compliance with Performance Work Statement requirements.


Responsibilities

  • Serve as the single point of contact for all contractual matters with the Government Contracting Officer and Contracting Officer Representative
  • Provide overall leadership, direction, and management of contract operations
  • Manage, mentor, and develop key personnel and technical staff
  • Develop and execute program management plans, schedules, and budgets
  • Ensure compliance with all contract deliverables, performance metrics, and Service Level Agreements
  • Conduct risk management and mitigation planning
  • Prepare and deliver program status briefings to senior Government and company leadership
  • Coordinate with subcontractors and teaming partners to ensure integrated service delivery
  • Implement ITIL-based service management processes
  • Ensure compliance with DoD cybersecurity requirements and Army regulations

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field
  • Minimum 10 years of IT program management experience
  • Minimum 5 years managing large-scale DoD IT services contracts ($50M+ annually)
  • Project Management Professional (PMP) certification
  • ITIL v4 Foundation certification
  • Demonstrated experience managing teams of 50+ technical personnel
  • Strong understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Active Security Clearance Required

Desired Qualifications

  • Master's degree in related field
  • Experience with Army PEO EIS or PL ALTESS programs
  • Experience with cloud migration and modernization initiatives
  • ITIL v4 Managing Professional or Strategic Leader certification
  • Experience with Agile and DevSecOps methodologies

Technical Skills

  • Proficiency with project management tools (MS Project, Jira, ServiceNow)
  • Knowledge of IT service management frameworks
  • Understanding of cloud infrastructure (AWS, Azure, OCI)
  • Familiarity with DoD cybersecurity frameworks (RMF, NIST 800-53)
