Position Summary

This position serves as a technical leader within PGO Project Controls Governance, responsible for the design, development, administration, and continuous improvement of project controls systems, data architecture, and business intelligence solutions. The role partners closely with Project Controls, PMO, IT, and business stakeholders to ensure accurate, reliable, and efficient delivery of project, program, and portfolio reporting. Responsibilities include supporting enterprise project controls platforms such as EcoSys and Primavera P6, developing reporting and analytics solutions, managing data integration processes, building and maintaining reusable data tables and views within the PGO Reporting Database, and maintaining governance standards across project controls systems.

The incumbent functions as a subject matter expert in project controls data management and reporting, providing technical leadership, mentoring peers, and driving continuous improvement initiatives. This position operates with a high degree of independence and is expected to solve complex business and technical challenges while supporting strategic organizational objectives.

Primary Function

  • Project controls systems, data governance, reporting architecture, and technical support

Core Systems

  • EcoSys, Primavera P6, Power BI, SharePoint, SQL-based data sources, and related enterprise systems

Technical Emphasis

  • Backend data management, SQL, integrations, data quality, reporting models, automated processes, and development of reusable data tables and views within the PGO Reporting Database.

Business Emphasis

  • Reliable project, program, and portfolio reporting aligned to Project Controls Governance standards

Responsibilities

  • Serve as a technical subject matter expert for Project Controls Governance systems, including EcoSys, Primavera P6, Power BI, SharePoint, and related enterprise applications.

  • Design, develop, and maintain complex reporting solutions, dashboards, and business intelligence tools supporting project, program, and portfolio management.

  • Develop and support backend data architecture, SQL queries, stored procedures, data models, reusable data tables and views in the PGO Reporting Database, and automated data integration processes used to support enterprise reporting and analytics.

  • Translate business and reporting requirements into governed, reusable datasets by identifying source data, defining transformation and aggregation logic, optimizing query performance, documenting data lineage, and validating outputs with stakeholders.

  • Work with large and complex datasets to ensure data quality, consistency, and governance across multiple project controls systems.

  • Partner with business stakeholders, project controls professionals, regional administrators, and IT resources to identify reporting requirements and deliver technical solutions.

  • Perform system configuration, testing, validation, troubleshooting, and implementation support for enhancements, upgrades, and new functionality.

  • Establish and maintain governance standards, data definitions, business rules, and documentation for project controls systems and reporting solutions.

  • Lead technical analysis efforts related to system integrations, process automation, and data transformation initiatives.

  • Provide advanced support and guidance to users regarding reporting, data management, and system functionality.

  • Identify opportunities to improve efficiency through automation, workflow enhancements, visualization tools, and data-driven decision making.

  • Develop and maintain technical documentation, job aids, support materials, and knowledge transfer resources.

  • Coach and mentor peers on reporting tools, data management practices, and project controls systems

Required/Basic Qualifications

  • Bachelors degree

  • 7 years related work experience

Additional Preferred Qualifications

  • Extensive knowledge of project controls processes including cost management, scheduling, forecasting, and portfolio governance.

  • Advanced SQL development skills, including query optimization, data transformation, stored procedures, and database management concepts.

  • Experience designing and maintaining enterprise data models, reusable data tables and views, and reporting architecture within a centralized reporting database.

  • Experience developing governed reporting datasets from complex project controls source data, including establishing business rules, transformations, aggregations, validation controls, and performance-efficient SQL structures.

  • Advanced Power BI development experience including DAX, Power Query, semantic models, and dashboard design.

  • Experience supporting or administering EcoSys, Primavera P6, Oracle, SQL Server, AWS, Azure Data Services, or similar enterprise applications.

  • Experience integrating data across multiple systems using APIs, ETL processes, automated workflows, or data pipelines.

  • Strong understanding of data governance, master data management, and reporting best practices.

  • Experience developing business requirements, testing plans, and technical specifications.

  • Proficiency with Power Platform technologies including Power Apps, Power Automate, and SharePoint.

  • Experience supporting enterprise reporting solutions within engineering, utility, construction, or capital project environments.

  • Ability to translate complex technical concepts into clear business-focused solutions.

  • PMP, PMI-SP, PMI-PBA, SQL, Power BI, or related technical certifications preferred.

Additional Preferred Qualifications
  • Working knowledge of code writing

  • Previous experience working in data mining or natural language processing.

  • Possess advanced statistics/machine learning knowledge and implementation skills

  • Understanding of and ability to use analytics tools such as Python, R, SQL, DAX or PowerBI

  • Understanding of and ability to use scripts like SQL (Structured Query Language) and / or Hive for accessing and wrangling data.

  • Ability to deal with a variety of individuals

  • Good written and oral communication skills

  • Understanding of data and analytics, statics, modeling, etc. and general business acumen

  • Proficient in principles of project management and project controls

  • Experience writing queries and developing data visualization tools for mining and synthesizing large datasets (e.g. Python, SQL, DAX, R, Power BI, etc.)

  • Demonstrated problem solving, decision making and attention to detail skills

  • Experience with Power BI or similar visualization tool (data model and report design),

  • Experience query writing with T-SQL, Oracle and/or Postgres

  • Experience working with SQL Server Reporting Services (SSRS) and data-driven subscriptions

  • Experience working with SQL Server Management Services (SSMS) and developing/maintaining stored procedures.

Working Conditions
  • Hybrid - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to their designated Duke Energy facility. Three days a week in office: Two days remote
