Job description

Regional Permitting Manager Central

SOLV Energy is a leading provider of infrastructure services to the power industry, designing, building and maintaining utility scale solar, battery storage and high voltage substation projects nationwide.

The Regional Permitting Manager Central is a hands-on and regional lead responsible for managing all permitting activities for SOLV Energy's utility-scale solar, BESS, high-voltage, and O&M projects within the Central region. This role owns the day-to-day execution of the permitting process across assigned projects from preconstruction due diligence through permit closeout and serves as the primary point of contact with AHJs, consultants, and internal project teams within the region. Complex or politically sensitive issues are escalated to the Director of Permitting, who manages senior government and client relationships at the program level. This role will be remote to start, then based full-time in office in Denver, CO or Dallas, TX. Specific location details and expectations will be discussed during the interview process.

Position Responsibilities and Duties:

Permitting Execution

  • Manage the full permitting lifecycle for assigned projects within the region, from permit strategy development through final permit closeout
  • Prepare, review, and coordinate the submittal of all permit applications (building, electrical, grading, SWPPP, CUP, fire, and others as applicable)
  • Maintain accurate and up-to-date permitting records, logs, and status reports for all active projects
  • Track and communicate permitting timelines to Project Managers, Schedulers, and other internal stakeholders
  • Identify permitting risks and issues early; develop mitigation strategies and communicate proactively to internal teams and the Director of Permitting
  • Coordinate with SOLV Engineering to ensure design packages meet AHJ requirements prior to submittal
  • Oversee coordination of plan check responses, correction letters, and resubmittals
  • Ensure all permits are obtained in the most expedient manner possible without compromising compliance

AHJ & Stakeholder Engagement

  • Serve as the primary point of contact with AHJs (federal, state, and local) for projects within the region
  • Develop and maintain working relationships with building departments, fire marshals, environmental agencies, and other regulatory bodies across the region
  • Attend pre-application meetings, plan check appointments, and permit hearings as needed
  • Represent SOLV Energy and the project owner at public meetings and hearings at the project level
  • Escalate complex regulatory disputes, high-stakes negotiations, or politically sensitive issues to the Director of Permitting
  • Note: This region spans SOLV Energy's Midwest, South Central, and Southeast EPC operating regions (ND, SD, NE, KS, MN, IA, MO, WI, IL, MI, IN, OH, OK, TX, AR, LA, MS, AL, GA, FL). Familiarity with ERCOT/PUCT, Texas county permitting, Southeast utility commission processes, and Midwest rural AHJ environments is strongly preferred.

Preconstruction & Business Development Support

  • Conduct permit feasibility assessments and preliminary due diligence for projects in the pursuit or early development phase within the region
  • Provide permitting timeline and cost input to Estimating and Preconstruction teams for proposals and budgets
  • Participate in project kickoff meetings and handoffs from Business Development to Preconstruction

Cross-Functional Coordination

  • Communicate permitting requirements and timelines to SOLV Engineering, Scheduling, Estimating, and Field teams
  • Coordinate with SOLV field teams to ensure inspections are scheduled and passed in a timely manner
  • Maintain compliance with contractual permitting obligations on all assigned projects
  • Stay current on changes to relevant codes, regulations, and AHJ requirements within the region
Minimum Skills or Experience Requirements:
  • 7+ years of experience in permitting, land use, or project development in the utility-scale solar or EPC construction industry
  • Demonstrated hands-on experience managing the permitting process for large-scale solar, BESS, or HV projects from application through closeout
  • Deep knowledge of AHJ requirements and regulatory frameworks within the assigned region
  • Experience working with federal agencies (BLM, Army Corps, USFWS), state environmental agencies, and county/local building departments
  • Ability to read and interpret civil, electrical, and structural construction drawings
  • Excellent written and verbal communication skills; ability to build credible working relationships with AHJs and project teams
  • Strong organizational skills with the ability to manage multiple concurrent projects and deadlines
  • Bachelor's degree in Engineering, Environmental Studies, Construction Management, Urban Planning, or related field preferred
  • Ability to travel extensively within the region (50%+) with occasional national travel as needed
