Job description

Dexian Government Solutions is recruiting for a Senior Program Manager to support our proposal effort for the USCG FSC BOD in Chesapeake, VA.

Position Overview:

The Senior Program Manager serves as the primary interface with Government leadership and is responsible for managing all contract operations supporting the Financial Systems Modernization Solution (FSMS), Oracle Federal Financials sustainment activities, financial business operations support, service desk operations, audit readiness initiatives, and continuous process improvement efforts. This role provides strategic leadership, operational oversight, workforce management, risk management, stakeholder engagement, and performance management across a multi-disciplinary team supporting mission-critical financial operations for the USCG.

Key Responsibilities:

  • Serve as the primary point of contact for the Contracting Officer (KO), Contracting Officer's Representative (COR), FSC leadership, and Government stakeholders.
  • Provide overall contract management, strategic direction, and operational oversight for all task order activities.
  • Ensure compliance with contract requirements, performance standards, service level agreements (SLAs), and reporting requirements.
  • Lead program governance, risk management, quality assurance, and continuous improvement initiatives.
  • Develop and deliver Monthly Status Reports (MSRs), executive briefings, risk assessments, and operational reviews.

Requirements:

  • Minimum 10 years of program management experience supporting Federal Government programs.
  • Minimum 5 years managing large-scale operational support contracts with multiple functional workstreams and geographically dispersed personnel.
  • Experience managing teams supporting enterprise business systems, ERP platforms, financial management systems, service desk operations, or mission support environments.
  • Experience supporting DHS, USCG, DoD, or other Federal civilian agencies.

Certifications: PMP (preferred, not required)

Education: Bachelor's Degree in Business, Finance, Information Technology, or related field.

Clearance: Tier 1 Background Investigation or higher & CAC are required to Start.
