Position Overview


RMGS, Inc. is currently recruiting a Program Manager at our headquarters in Virginia Beach, Virginia. This position is on-site with some travel required.


Roles and Responsibilities


  • Manage the cost, schedule, quality, and performance of assigned contracts and task orders.
  • Manage full-cycle recruiting for all vacant and new positions by developing targeted sourcing strategies and recruiting qualified professionals, including transitioning military personnel and retirees with experience supporting SOF, DoD, and DoS missions.
  • Serve as the primary point of contact for customers and maintain strong client relationships.
  • Develop operational plans and allocate resources to successfully execute contract requirements.
  • Supervise, coach, and evaluate employees assigned to contracts.
  • Monitor project budgets, financial performance, and contract deliverables.
  • Ensure compliance with contractual, legal, regulatory, and company requirements.
  • Coordinate with Contracting Officers and customers regarding contract execution and performance.
  • Review and approve employee timesheets, expense reports, subcontractor invoices, and customer billing.
  • Prepare and submit required contract reports and documentation.
  • Support proposal development by providing technical, operational, staffing, pricing, and management input for proposals, task orders, RFIs, RFQs, and RFPs.
  • Identify and pursue business development opportunities with existing and prospective customers.
  • Develop and maintain relationships with subcontractors, independent contractors, and strategic partners.
  • Captures lessons learned and provides recommendations for process improvements to enhance program performance.
  • Perform other duties as assigned.

Required Qualifications and Experience


  • Bachelor's degree in business, management, or a related field, or an equivalent combination of education and experience.
  • Active Secret Security Clearance or the ability to obtain and maintain one.
  • Demonstrated experience managing government contracts or programs.
  • Strong leadership, organizational, and project management skills.
  • Experience managing budgets, schedules, personnel, and contract performance.
  • Excellent verbal and written communication skills.
  • Strong analytical and problem-solving abilities.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint), GovWin, Sales Force or other CRM preferred.
  • Ability to work independently while effectively leading cross-functional teams.
  • Ability to travel approximately 10% as business needs require.


Preferred Qualifications and Experience

  • 5–10 years of experience supporting SOF, DOW overseas or international operations.
  • 3–5 years of experience managing U.S. Government contracts.
  • Experience with all phases of the project lifecycle, including planning, execution, monitoring, and closeout.
  • Experience sourcing and recruiting highly qualified candidates for government contracts, with demonstrated success recruiting transitioning military personnel, retirees, and other mission-ready professionals.
  • Knowledge of DOW/DOS international operations, employee deployment, logistics support, and emergency action planning.
  • Experience supporting federal proposal development and capture activities.
  • Project Management Professional (PMP) certification or the ability to obtain certification within 12 months of hire.
  • Experience developing pricing estimates and supporting proposal research.
  • Ability to thrive in a fast-paced environment with changing priorities while maintaining exceptional customer service and operational excellence.
