Job Description – Program Manager


The Program Manager leads one or more consulting contracts valued at over $1 million, serving as the primary client contact. They oversee project execution, may manage multiple Project Managers, travel as needed, and apply project management best practices to successfully deliver projects of varying scope and team structures.


Position Summary:


Snowbird Agility is seeking a Program Manager to lead our support to the Defense Health Agency’s Web and Mobile Application Development Team (DHA/WMT), which designs, builds, and sustains web and mobile applications for the Military Health System. Snowbird provides agile program management, DevSecOps, and Quality Assurance support to the delivery team. The Program Manager will oversee a team of 20 full-time employees and subcontractors and a total annual budget of $4M, serving as Snowbird’s senior point of contact with DHA/WMT and its representatives and as the company’s accountable owner for the program’s contract compliance, client satisfaction, and financial performance.


The Program Manager is a senior project management and technical leader who develops solutions that support client and business objectives while ensuring successful program delivery. Responsibilities include overseeing Agile delivery, CI/CD and security compliance, QA across releases, resource management, and continuous process improvement. The role requires a current PMP certification, with Scrum certification preferred.

Specific Job Duties:


Responsible for the management of all aspects of the DHA/WMT program and serves as the single point of contact for the program. Specific responsibilities include, but are not limited to:

• Motivate, mentor, and supervise employees, consultants, and subcontractors in a matrixed environment while minimizing turnover.

• Integrate program components from initiation through closeout by developing and maintaining program management plans, infrastructure, and resources.

• Direct program execution, ensuring agile delivery, DevSecOps, and QA performance meet DHA/WMT’s schedule, quality, and cost requirements.

• Manage program scope via work breakdown structures, change-request tracking, and execution of contract modifications.

• Estimate, budget, monitor, and control program costs, including monthly estimate-at-completion analyses.

• Communicate regularly with clients, senior management, and other stakeholders on program performance and key information.

• Support, collaborate with, and mentor Project Managers, Scrum Masters, and technical leads.

• Define and enforce QA/QC standards, ensuring deliverables meet DHA/WMT expectations and DoD software assurance requirements.

• Attend Company management meetings, including weekly/monthly status meetings with the COO, Quarterly Program Management Reviews, and Quarterly Strategy Reviews.

• Partner with the Recruiter and COO on sourcing strategy, resume review, and interviews to identify top talent.

• Provide administrative oversight of project managers assigned to the program, including performance feedback and identification of training needs.

• Drive program growth through business development and capture leadership — including follow-on/recompete positioning, service expansion, and identification of new opportunities with adjacent agencies (see Program Growth Performance Requirements below).


Program Growth Performance Requirements:


In addition to day-to-day program execution, the Program Manager is accountable for the sustained growth of the DHA/WMT program and will be evaluated on:

• Successful positioning and support of proposal efforts resulting in the award of follow-on and recompete contracts.

• Expansion of the scope, scale, or value of services delivered under the program, such as additional task orders, labor categories, or product lines.

• Identification and qualification of new business opportunities with agencies adjacent to DHA/WMT, delivered to Snowbird leadership as actionable capture opportunities.

• Development and maintenance of strong customer relationships that support Snowbird’s reputation and competitive position for future work.


Key Performance Metrics:


The Program Manager’s performance will be evaluated annually against metrics including, but not limited to:

• Contract recompete/follow-on win rate and identify, analyze, and manage program risk, including risks to the DevSecOps pipeline, security posture, and release quality.

• Number and quality of new business opportunities identified with adjacent agencies.

• Revenue and scope growth achieved through service expansion on the program.

• Program financial performance against budget (cost variance, funds utilization, and profitability targets).

• On-time, on-quality delivery of sprint commitments and release milestones.

• Customer satisfaction ratings and CPARS (Contractor Performance Assessment Reporting System) scores.

• Staff retention, engagement, and timely fill rate for open program positions.

• Timeliness and quality of required program reporting and status reviews.


Qualifications:


Required Education, Experience and Qualifications:


• College graduate (BA or BS); relevant work experience may be considered in lieu of degree.

• Minimum of 5 years of direct project management experience, including experience managing agile software development programs.

• Specific training in project management methodologies; PMP certification required.

• Demonstrated experience with Agile/Scrum delivery frameworks and DevSecOps practices; Scrum Master or SAFe certification preferred.

• Experience supporting DoD or federal health IT programs strongly preferred; familiarity with the Defense Health Agency or Military Health System is a plus.

• Ability to thrive in a fast-paced environment, handling multiple concurrent priorities with short turnaround times across internal and external customers.

• Enjoys working in a collaborative, team environment.

• Candidates must be eligible to work in the United States and will be required to undergo a background investigation in order to be approved for a Public Trust clearance by the relevant government agency.

• Exceptional skill in both verbal and written communications.
