Job description

Overview

VTG is seeking an experienced Program Manager to lead a large-scale professional and administrative support services program supporting the United States Marshals Service (USMS). This position is responsible for the management, staffing, operational oversight, quality assurance, customer engagement, and successful execution of a nationwide support services program spanning multiple USMS Headquarters divisions, district offices, and operational locations throughout the United States.

The successful candidate will serve as the primary interface between VTG leadership and USMS stakeholders, ensuring exceptional performance across a diverse workforce supporting program management, administrative operations, financial management, acquisition support, intelligence analysis, security operations, records management, logistics, and other mission support functions.

Candidates with direct U.S. Marshals Service experience are strongly preferred.


What will you do?

Program Leadership & Operations

  • Provide overall program management, strategic direction, and operational oversight for a nationwide USMS support services contract.
  • Serve as the primary point of contact for Government Program Managers, Contracting Officers (COs), Contracting Officer Representatives (CORs), and senior USMS leadership.
  • Manage program execution across multiple locations, business functions, and labor categories.
  • Ensure compliance with contract requirements, performance standards, and service-level expectations.
  • Lead contract start-up, transition, staffing, and steady-state operations.

Workforce Management

  • Recruit, hire, onboard, and retain highly qualified personnel across more than 30 labor categories.
  • Manage employee performance, workforce planning, succession planning, and professional development.
  • Ensure vacancies are rapidly filled and staffing requirements are maintained.
  • Coordinate nationwide surge and backfill support requirements.

Quality & Performance Management

  • Implement and manage a comprehensive Quality Control Program.
  • Monitor contract performance metrics, staffing levels, deliverables, and customer satisfaction.
  • Develop and present program status reports, staffing reports, vacancy reports, and executive briefings.
  • Drive continuous process improvement initiatives.

Customer Engagement

  • Build strong working relationships with USMS Headquarters leadership, district offices, and program stakeholders.
  • Conduct executive-level briefings and facilitate resolution of operational issues.
  • Coordinate with government leadership regarding staffing, performance, security, and mission priorities.

Financial & Contract Management

  • Manage contract budgets, labor utilization, forecasting, and resource allocation.
  • Oversee subcontractor performance when applicable.
  • Ensure compliance with federal acquisition regulations and contract requirements.
  • Support contract modifications, option periods, transition planning, and growth opportunities.

  • Experience supporting a major USMS support services contract valued in excess of $50M.

Additional Preferred Qualifications

  • PMP Certification.
  • Active or previous DOJ, USMS, or Top Secret security clearance.
  • Experience managing BPA, IDIQ, or task-order driven contracts.
  • Knowledge of DOJ and USMS organizational structure, policies, and operational missions.

VTG’s estimated starting pay range is $120,000-$175,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
