About this Job The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. As the Rural Health Development Manager, you'll lead initiatives that strengthen healthcare systems, expand access to quality care, and improve health outcomes in rural and underserved communities across the state.

Working with local leaders, healthcare providers, and state partners, you'll help secure resources, drive innovative solutions, and support programs that make a lasting impact on community health. This is an exciting opportunity for a strategic and collaborative leader who is passionate about improving healthcare access and advancing rural health initiatives throughout Louisiana. Minimum Qualifications Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: Coordinate statewide rural health initiatives by collaborating with healthcare providers, community organizations, and stakeholders to improve access to care and strengthen healthcare systems in rural and underserved communities. Support the development and expansion of rural health services, including federally qualified health centers, rural health clinics, provider networks, and other healthcare access initiatives. Provide technical assistance, education, and consultation to rural healthcare organizations on program development, operational improvement, quality initiatives, and healthcare system enhancement strategies.

Administer and coordinate State Office of Rural Health, Medicare Flexibility, and Small Rural Hospital Improvement Program grant activities, including site visits, application support, contract administration, reporting, and stakeholder engagement. Develop, maintain, and disseminate resources, educational materials, funding opportunities, and public health information to rural healthcare providers, partners, and communities. Lead rural emergency preparedness initiatives by assisting healthcare providers with emergency planning, training, exercises, compliance requirements, and response coordination before, during, and after emergencies and disasters.

Represent the Office of Rural Health through participation in meetings, conferences, committees, and statewide initiatives while monitoring program activities, documenting technical assistance efforts, and supporting strategic rural health improvement efforts across Louisiana.
