This position is within the Bonneville Power Administration (BPA), Compliance, Audit and Risk, Compliance and Governance, Information Governance and Compliance group. You will lead BPA's program to protect its most vital records, ensuring they are always accessible, especially during an emergency. This is a critical role for ensuring the continuity of agency operations and compliance with federal emergency management and records regulations.

Protect Our Power Grid: Guardian of BPA's Critical Information
The Bonneville Power Administration's mission is to provide a reliable and economical power supply to the Pacific Northwest.[1][2] This position is at the heart of that mission, safeguarding the essential information required to keep the lights on and ensure operational resilience during any emergency. As the leader of BPA's Essential Records Program, you will build and direct the framework that identifies, protects, and ensures access to our most critical data, partnering with national agencies to guarantee our readiness.
As the Essential Records Program Lead, you will:
- Lead the Essential Records Program: Serve as BPA's lead expert, with full authority and responsibility for managing, implementing, and continuously improving the agency's Essential Records Program.
- Develop and Implement Agency-Wide Policy: Formulate, write, and deploy the official policies, procedures, and tools that govern how BPA protects its most vital information to ensure operational continuity in an emergency.
- Drive Strategic Initiatives: Design and execute the long-term strategy for all essential records activities, setting priorities and leading critical projects to resolve complex information management challenges across the agency.
- Serve as a Key Federal Liaison: Act as BPA's primary representative on essential records issues, coordinating with the Department of Energy, FEMA, the National Archives and Records Administration, and other federal partners.
- Conduct Agency-Wide Risk and Compliance Audits: Plan and lead evaluations and compliance reviews across all BPA organizations to assess preparedness, identify risks to critical information, and ensure adherence to federal requirements.
- Integrate Records Protection with Emergency Operations: Coordinate directly with BPA's Continuity of Operations office to ensure that the Essential Records Program is fully integrated with and supports all asepcts of emergency preparedness and response activities.
- Oversee Agency-Wide Training and Awareness: Manage and develop a comprehensive training and communication program to promote awareness and ensure all emergency personnel are prepared to support essential records management.
- Advise on Business Process Improvement: Help organizations across BPA analyze and improve business processes that affect essential records, evaluating internal controls and ensuring requirements for protecting vital information are met.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: 1) Experience implementing records and information management laws, rules, regulations, and procedures sufficient to identify, inventory, and protect essential records, 2) Experience evaluating work processes to ensure compliance with records and information management requirements and identifying risk mitigation actions, and 3) Experience in developing and delivering training or communication materials to educate staff on records management requirements.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
