The Government Accountability Office (GAO) , headed by the Comptroller General of the United States, was created by the Budget and Accounting Act of 1921. GAO is a legislative agency, independent of the executive departments. GAO assists the Congress in its oversight of executive branch departments and agencies by providing audits, evaluations, and investigations of federal programs and activities.

Records and Privacy (R&P) is responsible for agency records and information management services. R&P preserves organizational knowledge and mitigates risk and exposure to GAO by following best practices and developing processes, procedures, and enabling technologies that adhere to good recordkeeping guidance and standards.

R&P staff create, implement, manage, and enforce the policies and procedures concerning the creation, organization, maintenance, use, storage, retrieval, and disposition of the GAO's records (regardless of record media and formats), and administer the oversight program for federal agency requests for records disposition under Title 8 of the United States Code. R&P answers information requests and performs research on all GAO collections after custody of the records is transferred to R&P from the originating GAO offices.

The records collections within GAO are comprised of administrative, engagement, legal, and policy documents. R&P manages records of historical significance, such as the Legislative Histories and GAOโ€™s publications. GAO records have varying degrees of sensitivity and classification, including, but not limited to classified National Security Information at all levels, Controlled Unclassified Information (CUI), and business sensitive. Few of GAOโ€™s holdings have permanent retention, but several collections must be maintained for decades. GAO has over ten million documents in its document and records management system and approximately 16,000 cubic feet of analog records in storage at the Federal Records Centers.

Position Objective: Provide services as a Records Management Specialist ins support of the overall functions of The U.S. Government Accountability Office (GAO), Records and Privacy Department (R&P). The Records Management Specialist supports a federal Records and Information Management program through records inventories, records organization, electronic records management, document preparation, metadata application, digitization support, records maintenance, and lifecycle management activities. The Specialist works independently on assigned records projects while supporting agency compliance with federal records management requirements.

Duties and Responsibilities:

  • Conduct records inventories and file plan activities.

  • Review, organize, and maintain agency records.

  • Support electronic and paper records management operations.

  • Perform records indexing, metadata assignment, and quality checks.

  • Assist with records appraisal and classification activities.

  • Support records migration, transfer, storage, and disposition activities.

  • Assist with digitization projects and scanning initiatives.

  • Upload records into designated electronic records systems.

  • Conduct records research and information retrieval activities.

  • Prepare reports, spreadsheets, correspondence, and supporting documentation.

  • Participate in quality assurance reviews.

  • Support development of training materials and reference guides.

  • Maintain compliance with agency records management procedures and security requirements.

Qualifications

Basic Qualifications:

  • High School Diploma or equivalent

  • Minimum 2 years of Records and Information Management experience

  • Experience with electronic document management systems, SharePoint, or records repositories

  • Proficiency with Microsoft Office Suite

  • Active TS clearance is required

Preferred Qualifications:

  • Associate's or Bachelor's Degree preferred

  • Federal records management experience

  • Experience conducting records inventories

  • Experience applying records retention schedules

  • Knowledge of NARA records management requirements

  • Experience with digitization and scanning projects

  • Experience applying metadata to electronic records

  • Preferred competencies include: Attention to Detail, Records Lifecycle Management, Technical Documentation, Information Organization, Data Quality Control, Customer Service, Problem Solving, Team Collaboration, Time Management, Compliance and Regulatory Awareness

  • Strong organizational and analytical skills

  • Ability to manage multiple assignments simultaneously

  • Strong written and verbal communication skills

  • Ability to communicate effectively, orally and in writing, with non-technical and technical staff

  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
