Job description

Overview Job Title: Realty Specialist Location: Las Vegas, Nevada Rivet Operations Company is looking for a Realty Specialist to perform functions relating to the acquisition, management, and disposal of Government real property in support of the Real Property Office (RPO) and under the oversight of the Real Property Accountable Officer (RPAO) at Nellis AFB. This role requires proficiency in real estate management and knowledge of Federal, State, Department of Defense (DoD), and Air Force laws, regulations, principles, policies, and practices to resolve complex issues with unusual combinations of diverse characteristics. This role maintains accurate real property inventory, reporting, and data analysis; assists the RPAO in accounting for installation-controlled land; and supports the acquisition of real property interests and use rights involving multiple complicating factors. This role also prepares value estimates and rental determinations and drafts outgrant and ingrant instruments (easements, leases, permits) among city, county, state, federal, and private parties to ensure cost-effective transactions that withstand legal scrutiny and comply with delegated authorities. Key Responsibilities
• Conducts physical inventories (plants and systems, real property installed equipment, occupants, and facility footprints) and compliance inspections of leased or federally owned facilities every three to five years dependent on historic classification.
• Recommends alternative uses of space, consolidation, or demolition where benefits exceed realignment costs, and analyzes requests for space or services (concessions, public parks, recreation, fish and wildlife initiatives, etc.) with appropriate recommendations. • Completes studies on ingrants, outgrants, and withdrawn public lands, and reviews/recommends federal land use by other individuals, businesses, or municipalities for new and realigned mission requests. • Surveys, documents, and updates non-spatial real property data and floor plans in the applicable space reporting tool, coordinating with Community Planners, GIS representatives, and engineering assistants. • Assists the RPO in acquiring real property interests; determining appropriate interest, highest and best use, and technical guidance, while ensuring transactions serve the installation, command, and Air Force and comply with delegated authorities and environmental documentation requirements. • This position may require access to FOUO information and occasional access to restricted areas and/or material when providing support and will follow/adhere to OPSEC guidelines and pertaining directives. Requirements Required Qualifications
• Familiarity with real property interests and instruments; easements, leases, permits, ingrants, outgrants, and withdrawn public lands. • Strong written and oral communication for reporting to the RPO/RPAO and coordinating with external stakeholders.
• Experience conducting physical inventories, compliance inspections, and highest-and-best-use determinations. Preferred Qualifications
• Knowledge of Federal, State, Department of Defense (DoD), and Air Force laws, regulations, principles, policies, and practices governing real property.
• Demonstrated ability to manage schedules, staffing, budgets, and operational priorities in dynamic environments.
• Ability to effectively engage with senior military leaders, Government personnel, and contractor teams.
• Proficiency with Microsoft Office Suite. Security: Requires the applicant to possess and maintain an active Secret clearance for the position.
