• Duties listed below are at the full performance level.
• Prepare condemnation case and related reports and papers for properties requiring condemnation action.
• Process special use authorization renewals, transfer of ownership, terminations, revocations, or suspensions.
• Provide administrative direction to apply specific land and realty rules, regulations, and polices.
• Assist in developing the annual program of work for land and rights-of-way acquisition, exchange, and disposal.
• Provide technical advice on the appropriate authorities and fees for issuance of special use authorizations in accordance with policy, laws, regulations, and local conditions.

Qualifications
In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Specialized Experience Requirement:
For the GS-07 level: Applicants must have one year of specialized experience equivalent to the GS-05. Qualifying specialized experience is defined as one or more of the following:

• As a trainee, researched lands/realty information such as ownership, water rights, special use permits, or boundary management issues;
• Assisted higher-graded realty specialists in preparing lands reports or projects such as boundary management issue, acquisition projects, water rights analyses, special uses program permit, or an appraisal; and/or
• Applied lands/realty guidance and procedures to form a routine lands action, such as survey issue, acquisition proposal, water rights analyses, or special uses program permit.

OR
One full year of graduate level education. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work;
OR
An appropriate combination of graduate level education and specialized experience described above;
OR
Superior Academic Achievement (click the link to determine if you are eligible: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
For the GS-09 level: Applicants must have one year of specialized experience equivalent to the GS-07. Qualifying specialized experience is defined as one or more of the following:

• Prepared and assembled applications for processing, stipulations, documents for review, letters of consent, etc., regarding easements granted to and by other agencies for roads, power lines, pipelines, or other projects;
• Administered special use authorizations such as permits, term permits, leases, and/or easements for a variety of activities; Reviewed current laws, regulations, and policy changes that affect special use administration and notify supervisor of important policy changes or sensitive problem areas;
• Conducted meetings to discuss the special use application process and provided information regarding terms and conditions; and/or
• Served as interdisciplinary team lead to coordinate and review proposals for National Environmental Policy Act (NEPA) compliance;

OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related;
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information
The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

Salary wage as shown is for Rest of the U.S. Final salary will be determined at the time of selection dependent on the duty location for more information, refer to the Office of Personnel Management, Salary and Wages web page.
