About the Role

The Leasing Compliance Specialist is responsible for accurate leasing execution, recertification processing, and quality control file auditing across an assigned portfolio of senior affordable housing communities. This role ensures all occupancy activity, resident income determinations, and compliance documentation meet CHA, HUD, and Fair Housing requirements while supporting respectful and responsive resident experience.

The ideal candidate is detail-oriented, deadline-driven, and deeply committed to compliance accuracy. They understand that getting the paperwork right is ultimately about protecting residents’ housing and they take that responsibility seriously.


Key Responsibilities

  • Execute leasing activity in compliance with the CHA-approved Tenant Selection Plan, MIR process, and Fair Housing requirements.
  • Manage annual and interim recertifications from initiation through final approval, ensuring accurate income, asset, and eligibility determinations per HUD 4350.3.
  • Review EIV (Enterprise Income Verification) reports at each recertification; identify, resolve, and document all discrepancies before file submission.
  • Conduct monthly quality control file audits per CHA protocol to maintain portfolio-wide audit readiness at all times.
  • Ensure rent, TTP, and utility allowance calculations are accurate and verified before finalization.
  • Support TRACS submissions and monthly voucher reconciliation within required timelines.
  • Maintain accurate, organized records across Yardi, CHA systems, TRACS, and physical files.
  • Partner with site teams and the Compliance department to support shared compliance, occupancy, and inspection readiness goals.
  • Prepare and coordinate responses for CHA desk audits and NSPIRE inspection readiness.
  • Interact with residents and prospects in a manner that reflects Five T’s commitment to dignity, service, and community.


Qualifications

Required:

  • Minimum two (2) years of experience in affordable housing or public housing compliance.
  • Working knowledge of HUD Handbook 4350.3, including income calculation, asset verification, EIV processing, and eligibility standards.
  • Hands-on experience with Yardi property management software, including recertification modules and reporting.
  • Familiarity with TRACS submission processes and monthly voucher reconciliation.
  • Proficiency in Microsoft Excel for audit tracking, reporting, and data management.
  • Strong written communication skills and ability to produce clear compliance documentation.
  • Illinois Leasing License required (or ability to obtain within 90 days of hire).
  • Valid driver’s license and reliable transportation.

Preferred:

  • Direct experience with CHA’s MIR leasing process.
  • Prior quality control audit experience within a HUD- or CHA-monitored portfolio.
  • Active housing compliance certification (e.g., Nan McKay RHEM, COS, LIHTC Specialist, or equivalent).
  • Experience supporting NSPIRE or REAC inspection preparation and corrective action planning.
  • Bilingual capability (Spanish preferred).
