North Bay Regional Center provides advocacy, services, support, and care coordination to children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties. North Bay Regional Center is a nonprofit private corporation that contracts with the Department of Developmental Services to coordinate services and support for individuals with developmental disabilities.

DEFINITION:

The Community Services Rates Coordinator reports to the Rates Supervisor. This position will be responsible for all tasks related to vendor rates in the Community Services Department. The Rates Coordinator will understand the rate application, rate structure, rate formulas, and implementation of regulatory rate adjustments.

NATURE OF WORK:

The State of California Department of Developmental Services is implementing a multi-year, complex series of rate increases for regional center vendors. This position will be the point person in the Community Services Department for all work related to these rate increases. This person will also serve as a liaison between the Community Services and Fiscal Departments regarding vendor rates.

EXAMPLE OF WORK:

Maintain compliance with vendor CPA audits and financial reviews. Communicate with the Fiscal Department regarding all DDS rate changes.  Complete Vendor Status Notifications with accuracy and submit to Fiscal for processing.  Assist vendors to understand rate changes and DDS directives.  Responsible for the Quality Incentive Program rate changes and implementation.   In collaboration with the Rates Supervisor, coordinates compliance with vendor contracts.  Close collaboration with the Fiscal Department to resolve vendor billing issues. Monitor NBRC's Electronic Visit Verification portal. 

Requirements

MINIMUM EDUCATION AND EXPERIENCE

• High school degree or equivalent (GED) required
• A minimum of 5 years' experience in accounting, banking, or other financial related industry.

OR

• A minimum of 3 years' experience directly with a Regional Center Fiscal, Accounting, or Community Services Departments.

Minimum experience qualifications may be waived depending on the agency need for specialized skills (such as language abilities). 

Minimum education requirements will not be waived.

KNOWLEDGE AND ABILITIES:

• Knowledge of accounting terminology, principles, practices and procedures and computerized spreadsheet skills (i.e. intermediate Excel). 
• Ability to calculate figures, percentages and other complex formulas. 
• Ability to analyze data and draw sound conclusions; prepare clear and concise written reports, make cogent verbal presentations. 
• Excellent organizational skills and ability to develop a course of action and follow through within timeframes. 
• Demonstrated cultural awareness and sensitivity and an ability to work effectively with culturally diverse populations. 

SPECIAL REQUIREMENTS:

• Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours. 
• Provide minimum automobile liability insurance as required by California Law.
• Ability to regularly travel to all NBRC offices within catchment area to provide employee training and support to individuals served, as needed.
• Must be able to occasionally travel to attend meetings outside of catchment area, including occasional overnight travel to attend statewide meetings, to participate in dental clinic observations, and to develop new resources.
• If operating own vehicle, must provide minimum automobile liability insurance as required by California Law.
• Flexibility in work hours is required to meet the needs of the regional center constituency. 
• This position will be primarily based in the office; however, a hybrid work arrangement may also be available.
• Fluency in a language in addition to English is desirable and may be required.

ESSENTIAL FUNCTIONS

• Responsible for implementation of rate increases pursuant to Trailer Bill Section 25: Section 4519.10, which includes a quality incentive program, to be completed by July 1, 2025. Other rate directives may also be included.
• Collaborate efforts with the Rate Specialist in Accounting. 
• Review, project, and summarize costs for new resource development opportunities.
• Track, calculate, and facilitate all rate adjustments which are processed through Community Services and forward to Rate Specialist for processing. 
• Assist Rate Specialist and Fiscal Department as needed to clarify inquiries or concerns regarding all rate changes. 
• Calculate all minimum wage adjustments, create and maintain spreadsheets and database for requests and approvals. 
• Calculate and track all Health and Safety requests and approvals. 
• Review and track all vendor independent audits including notifying vendors of their Quality Incentive Program rate status. 
• Liaison to Office of Inspector General for vendor's use of DS1891 online portal.
• Assist Director of Community Services with vendor contracts.
• Oversight of NBRC's electronic visit verification (EVV) program.
• Communicate with, and coordinate, the activities of external auditors, as required for Community Services.
• Communicate effectively in person, on the telephone, and in writing.
• Comply with the use of agency communication technology, e.g. changes voice mail message daily; responds to voice mail, email and pages in a timely manner.
• Organize, prioritize, and coordinate work activities.
• Read, interpret, and follow complex policies, procedures, laws, and regulations.
• Interact tactfully and effectively with those contacted in the course of work.
• Perform work under stressful conditions, as required.
• Use initiative and sound, independent judgment within established guidelines.
• Maintain current workload with accurate and complete documentation.
• Attend meetings in and out of the office with punctuality.
• Conduct meetings and interviews; interpret and document data.
• Represent the agency's philosophy, policies, and standards in a professional manner in the community and in the office.
• Adhere to a reliable work schedule, i.e. punctuality in reporting to work and in using consistent sign-out methods.
• Record information accurately and timely in time and attendance and expense reimbursement programs.
• Notify supervisor of schedule changes, i.e. use of accrued benefits
• Maintain a high level of personal and professional conduct.
• Attend mandatory trainings.
• Other duties as assigned.

A note regarding NBRC's expectations regarding remote, hybrid, and home-based work...

All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers. Candidates for employment must live within commute distance to their preferred NBRC office, as well as the geographical location of their assigned clients.  While 100% remote work is not available to NBRC employees, a hybrid work arrangement with a blend of in-office and home-based work may be available for new employees after successfully demonstrating achievement of performance expectations following at least 3 months of in-office work.
