Role Overview:
As a Utility & Railroad Coordinator with INDOT, you will review various project schedules and design plans to spot any potential conflicts between highway construction and existing utility or railroad infrastructure. Day-to-day involves collaboration. You meet with designers, consultants, and representatives from utilities, railroads, cities, and counties to clarify scope, discuss responsibilities, and ensure each project aligns with federal and state requirements.
Some days take you into the field, where you assess real world conditions at project sites. When unexpected issues arise during construction, you will work directly with partners to resolve conflicts so crews can continue their work safely and efficiently.
The Utility & Railroad Coordinator will draft coordination documents, prepare agreements, guide relocation plans, and track progress across multiple projects.
A strong understanding of utility and railroad coordination processes including relevant federal and state laws, rules, and regulations would be helpful, but not required. You’ll regularly interpret plans, identify conflicts, apply general rules to specific issues, and develop practical solutions that keep construction timelines on track. The ability to assess far‑reaching implications is essential.
Because this role interfaces with utilities, railroads, consultants, project managers, and local governments, you must communicate confidently, both orally and in writing, and work effectively with a wide variety of stakeholders. You’ll track multiple projects, maintain documentation, create action plans, and support overall program operations. Strong organizational skills allow you to stay ahead of deadlines and manage complex coordination tasks. This role requires constant coordination with internal and external partnerss. The right fit is someone who enjoys building relationships, aligning diverse groups, and serving as a dependable liaison.
Construction moves quickly, and problems can emerge without warning. The right fit is someone who can respond immediately, think clearly under pressure, and resolve issues with confidence and diplomacy. You’ll evaluate long‑term implications of policies, but also carefully review plans, documents, and agreements. Someone who can zoom out and zoom in seamlessly will excel.
With multiple projects moving simultaneously, each with different partners and challenges, the ideal candidate works well within established procedures but can pivot when priorities shift. This role directly influences the quality, safety, and efficiency of Indiana’s transportation system. The right fit is someone who finds purpose in serving Hoosiers and improving statewide infrastructure.
- Provides input and direction to INDOT project managers as to what extent of utility / railroad coordination will be needed and how itwill affect the schedule of construction for the highway work.
- Arrange meetings or phone conversations as necessary with department designers, consultants, utility / railroad officials, along with cities and counties to determine the scope of work, financial obligations, traffic control, and other issues relevant to the project.
- Participates in diagnostic team reviews that identifies appropriate utility relocation, railroad grade crossing treatments, and recommendations for statewide policies and procedures.• Reviews highway plans and identifies and provides solutions to the project manager concerning any potential conflicts involving utility and railroad crossings.
- Provides solutions to INDOT project managers and external consultants as necessary, advising them of current utility and railroad processes as well as applicable federal and state statutes that must be followed when working with them.
- Participates in stakeholder visits, site visits, field assessments, and construction inspections.
- Respond immediately to INDOT project construction issues involving utilities and railroads as they arise for successful resolution to meet the schedule of the project.
- Ensures efficient delivery of coordination documents, such as certifications, special provisions, agreements, and relocation workplans.
- Formulates and assists with negotiations of agreements required for projects that impact utility relocations and railroad operations.
- Tracks progress of assigned projects and assist with tasks as necessary to ensure project completion.

This position is with INDOT's Greenfield District.
Salary:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
The essential functions of this role are as follows:
- Establish program objectives, KPIs, and actions to achieve them.
- Develop, update, and monitor all policies and procedures related to the program area.
- Interpret and explain policies, rules, regulations, or laws to leadership or customers.
- Implement corrective action plans to solve program problems.
- Analyze, prepare, and disseminate monthly and annual program reports.
- Review budget and make budgetary recommendations to improve the program area finances.
- Ensure program requirements meet federal and state policies and grants compliance.
- Assist in the development and train employees or agency consultants on program requirements and usage.
- Coordinator and deliver communication plans and communications.
- Serve as a liaison between agency and other state and federal agencies.
- Serve on management committees or other governing boards.
- Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
- Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
Individuals in this role should minimally be able to articulate or demonstrate the following:
- Specialized knowledge in program subject matter obtained through experience and/or education.
- Specialized knowledge of program area including pertinent rules and regulations.
- Extensive knowledge of all source materials and references including federal and state laws governing the programs.
- Ability to develop and implement new principles and policies and discern any far-reaching implications.
- Ability to communicate orally and in writing.
- The ability to apply general rules to specific problems to produce answers that make sense.
- Ability to work effectively with a wide variety of stakeholders.
- Working knowledge of accounting and budget principles.
- Ability to delegate work, set clear direction, and manage workflow.
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
A degree is not required. However, at least 7+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
