Job description

The Mission Performance & Analytics SME serves as an independent evaluator responsible for improving organizational effectiveness, operational efficiency, compliance, and mission performance.
This role combines audit-style evaluation, risk assessment, data analytics, and continuous improvement methodologies to assess programs, processes, internal controls, and organizational activities. The SME will identify systemic inefficiencies, compliance gaps, operational risks, and opportunities to streamline bureaucratic workflows while ensuring activities remain aligned with statutory, regulatory, policy, and mission requirements.
The ideal candidate brings strong expertise in program evaluation, internal controls, risk management, process improvement, and advanced data analysis. This individual must be able to convert complex quantitative and qualitative findings into clear, actionable recommendations for program managers and senior leaders.
Key Responsibilities:
  • Conduct independent evaluations of programs, processes, operations, and organizational activities to assess effectiveness, efficiency, compliance, and mission performance.
  • Evaluate internal controls, policies, procedures, and workflows to identify control weaknesses, inefficiencies, redundancies, and areas of organizational risk.
  • Apply structured risk assessment methodologies to identify, categorize, and score risks based on likelihood, impact, exposure, and mission consequence.
  • Analyze complex datasets using advanced analytical techniques to identify trends, anomalies, performance gaps, systemic issues, and opportunities for improvement.
  • Develop evaluation frameworks, performance measures, assessment criteria, and analytical methodologies to support objective and repeatable program reviews.
  • Assess organizational activities and programs for compliance with applicable statutes, regulations, policies, directives, and internal requirements.
  • Identify opportunities to streamline processes, reduce administrative burden, improve workflows, strengthen controls, and optimize delivery of mission outcomes.
  • Develop findings, recommendations, risk assessments, dashboards, briefings, and decision-support products for program managers and senior leadership.
  • Track corrective actions, remediation plans, and management responses to ensure identified deficiencies and risks are addressed effectively and within established timelines.
  • Monitor outcomes and performance trends following corrective actions to determine effectiveness, identify residual risk, and promote sustained continuous improvement.

Required Qualifications:
  • 10+ years experience in program evaluation, audit, risk management, internal controls, compliance, operational analysis, continuous improvement, or related discipline.
  • Demonstrated experience conducting independent assessments of organizational programs, processes, operations, or controls.
  • Experience applying formal risk assessment methodologies to identify, document, prioritize, and communicate organizational risk.
  • Strong understanding of internal control principles, governance, compliance, and organizational accountability.
  • Demonstrated experience analyzing large or complex datasets to identify trends, anomalies, inefficiencies, and performance issues.
  • Experience developing quantitative and qualitative performance measures, evaluation criteria, or assessment frameworks.
  • Demonstrated ability to identify root causes and develop practical recommendations that improve efficiency, compliance, or program performance.
  • Experience tracking corrective actions, remediation activities, or management responses through closure.
  • Strong written and verbal communication skills, including experience developing executive-level assessments, reports, and briefings.
  • Ability to maintain independence, objectivity, discretion, and sound professional judgment when evaluating sensitive or high-visibility programs.
  • Ability to operate effectively across organizational boundaries and work with program, operational, technical, financial, legal, and executive stakeholders.

Preferred Qualifications:
  • Experience supporting the Department of War, federal government, Intelligence Community, or other national security organizations.
  • Experience conducting program evaluations, management reviews, inspections, audits, or assessments within a federal government environment.
  • Familiarity with federal internal control, enterprise risk management, audit, inspection, or program evaluation frameworks.
  • Experience with Lean, Six Sigma, business process reengineering, or other continuous improvement methodologies.
  • Experience developing dashboards, data visualizations, automated reporting, or analytical tools used to support executive decision-making.
  • Proficiency with analytical tools and technologies such as SQL, Python, R, Power BI, Tableau, or comparable platforms.
  • Experience assessing statutory, regulatory, policy, or governance compliance within complex organizations.
  • Experience conducting root cause analysis, process mapping, workflow analysis, or organizational performance assessments.
  • Experience supporting senior executives with enterprise-level risk, performance, or compliance assessments.

Educational Requirements:
  • Bachelor's degree in business, technology, engineering, national security, international relations, public policy, economics, or a related field; equivalent commercial, government, military, or technical experience may be considered in lieu of a degree.

Clearance Requirements: Current TS/SCI clearance required.
The pay range for this position is $140,000/year to $180,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI offers a full range of medical benefits, 401k, ESOP, paid time off, and other benefits, dependent on the position offered. Base pay information is based on market location.
