We are seeking a Senior Quality Systems Manager to support a portfolio of up to 10 concurrent major infrastructure projects. This is a hands-on manager/doer role responsible for leading quality data management, monthly quality reporting, and quality closeout through an integrated quality management system.
The successful candidate will lead a small team that may include field engineers, document control staff, and other project support personnel. While this role includes team leadership, it is not a purely oversight position. The Senior Quality Systems Manager will be expected to directly configure system workflows, guide data transformation efforts, resolve data issues, and produce reliable reporting for project and program leadership.
A significant part of this role will involve transforming, mapping, validating, and importing data from external project sources into the integrated quality management system. The system will serve as a force multiplier, allowing a small team to support complex quality reporting and closeout requirements across a portfolio of active projects.
The ideal candidate is a senior quality systems professional who combines construction quality expertise with strong data, systems, and team leadership skills. They are comfortable leading a small team, transforming imperfect project data, configuring quality system workflows, producing leadership-ready reports, and driving closeout readiness across a complex portfolio of projects. They are practical, detail-oriented, self-directed, and able to use technology and focused team coordination to multiply their impact.
Key Responsibilities
  • Lead quality data management, monthly quality reporting, and quality closeout tracking across up to 10 concurrent major projects.
  • Manage and direct a small team of field engineers, document control staff, and support personnel responsible for collecting, preparing, transforming, and maintaining quality data.
  • Configure, maintain, and improve workflows within an integrated quality management system.
  • Lead the transformation, mapping, validation, and import of data from external systems and project sources into the quality management system.
  • Establish repeatable processes for converting raw project data into structured, reliable quality records, reports, dashboards, metrics, and closeout tracking tools.
  • Prepare, review, and issue monthly quality reports for project and program leadership.
  • Identify data gaps, inconsistent records, overdue documentation, and quality closeout risks.
  • Work directly with project teams to resolve issues related to inspections, testing, materials documentation, nonconformance records, corrective actions, and closeout deliverables.
  • Coordinate with field engineering and document control staff to ensure source records are complete, traceable, and properly integrated into the quality management system.
  • Use the quality management system to automate, streamline, and reduce manual reporting and tracking tasks.
  • Adapt reporting protocols, data workflows, and closeout processes as project requirements evolve.
  • Support audits, management reviews, and leadership reporting with accurate and timely quality data.
  • Develop practical solutions to complex quality data and documentation challenges where limited precedent exists.
  • Provide guidance to project staff on system use, data expectations, documentation standards, and closeout requirements.

Skills, Knowledge and Expertise
Required Qualifications
  • Bachelor's degree in engineering, construction management, quality management, data management, or related field; equivalent experience may be considered.
  • Minimum of 8 years of related experience in construction quality, quality systems, project controls, data management, or major infrastructure project delivery.
  • Experience leading small teams or coordinating work across field engineering, quality, document control, and project support functions.
  • Demonstrated experience using quality management systems, inspection databases, materials tracking systems, document control systems, or similar project information platforms.
  • Strong understanding of construction quality records, inspection and test documentation, materials tracking, nonconformance management, corrective actions, and project closeout.
  • Ability to transform, map, validate, and reconcile data from multiple external sources.
  • Strong reporting, dashboarding, data validation, and problem-solving skills.
  • Ability to work as both a hands-on producer and a team lead.
  • Strong communication skills with the ability to work across project teams and communicate with senior stakeholders.

Preferred Qualifications
  • Experience supporting large civil infrastructure, transportation, transit, aviation, rail, highway, water, or public works programs.
  • Experience managing quality data across multiple concurrent projects.
  • Experience with Power BI, Excel, database tools, APIs, data imports, or other reporting and data transformation tools.
  • Experience improving or implementing quality reporting and closeout processes.
  • Advanced degree, professional certification, or equivalent senior-level experience.
