Job Description
Position Summary
The Quality Testing Supervisor (QTS) is responsible for overseeing all materials testing activities associated with construction quality assurance and quality control operations. The QTS ensures that all field and laboratory testing is performed in accordance with project specifications, approved testing procedures, applicable industry standards, and regulatory requirements.
This role coordinates testing personnel, verifies compliance of testing documentation, ensures proper calibration and certification of testing equipment, and supports the overall implementation of the Quality Management Plan (QMP). The QTS serves as a key member of the Quality Organization (QO) and works closely with QA inspectors, laboratories, project management, subcontractors, and owner representatives to ensure construction materials and workmanship meet contract requirements.
Key Roles and Responsibilities
Quality Testing Oversight
  • Schedule, review, and verify compliance of all testing reports performed by QA testing laboratories.
  • Ensure all testing activities are conducted in accordance with approved test methods, project specifications, AASHTO, ASTM, WSDOT, and contract requirements.
  • Oversee field and laboratory sampling and testing activities for construction materials.
  • Ensure testing activities support daily and weekly construction schedules.
  • Coordinate testing resources with project management and QA inspection staff.

Field and Laboratory Supervision
  • Ensure qualified and certified testing personnel perform all testing procedures correctly.
  • Maintain on-site presence, or designate qualified representatives, during active testing operations.
  • Supervise QA Testing Technicians and support continuous training and development.
  • Verify that testing staff maintain required certifications and qualifications.

Quality Compliance and Documentation
  • Review and verify test reports for accuracy, completeness, and compliance before submission.
  • Ensure all testing documentation is submitted within required timelines.
  • Maintain accurate quality records, logs, and supporting documentation.
  • Support preparation and maintenance of Non-Conformance Reports (NCRs) related to testing deficiencies.
  • Assist with statistical analysis of testing data and acceptance criteria.

Equipment and Laboratory Management
  • Verify calibration, certification, and operational readiness of all testing equipment.
  • Maintain records of calibration and equipment certifications in accordance with AASHTO R-18 requirements.
  • Coordinate with approved laboratories to ensure continued compliance with qualification standards.
  • Support laboratory audits and corrective actions as needed.

Coordination and Communication
  • Coordinate testing requirements with:
    • Construction Quality Assurance Manager (CQAM)
    • Project Quality Manager (PQM)
    • Construction Management Team
    • QA Inspectors
    • WSDOT representatives
    • Utility owners and local agencies
  • Participate in pre-activity meetings, quality meetings, audits, and quality check point reviews.
  • Assist in resolving testing discrepancies and quality issues.

Quality Assurance Support
  • Assist in implementation of the Quality Management Plan (QMP).
  • Participate in quality audits and process improvement initiatives.
  • Support corrective action development for recurring quality issues or non-conforming work.
  • Assist in dispute resolution related to testing and quality verification.

Other duties as assigned by the manager; duties subject to change.
Qualifications
Education
  • Associate's degree or Bachelor's degree in:
    • Civil Engineering
    • Construction Management
    • Materials Engineering
    • Engineering Technology
    • Or related field preferred

Equivalent combinations of education and relevant experience may be considered.
Experience
  • Minimum 5+ years of experience in construction materials testing, quality assurance, or quality control.
  • Minimum 2 years in a supervisory or lead testing role preferred.
  • Experience on heavy civil, transportation, bridge, roadway, or infrastructure projects strongly preferred.
  • Experience working with DOT projects and specifications preferred.

Certifications
Must possess or obtain certifications applicable to assigned testing responsibilities, including but not limited to:
  • ACI Concrete Field Testing Technician Grade I
  • WAQTC - HMA, Aggregate, Asphalt II, Embankment, IPD
  • Nuclear Density Gauge Safety Certification
  • Laboratory Quality Systems familiarity (AASHTO R-18)

Technical Knowledge
  • Knowledge of:
    • Construction materials testing procedures
    • QA/QC processes
    • Statistical testing and acceptance procedures
    • Laboratory operations and equipment calibration
    • Construction specifications and standards
    • Non-conformance reporting processes
  • Familiarity with:
    • AASHTO
    • ASTM
    • WSDOT Materials Manual and Construction Manual
    • Quality Management Systems

  • Ability to work extended hours, nights, or weekends as project demands require.

Preferred Qualifications
  • Experience with design-build transportation projects.
  • Experience working within large-scale Quality Management Programs.
  • Familiarity with InEight, CATS, or electronic document management systems.
  • Experience coordinating with owner verification testing programs and independent assurance programs.

Additional Information
Expected salary range: $39 - $46/hour depending on certifications/experience
