Under the supervision of the Senior Manager, CPG Quality Management, the Manager, CPG Project Quality Assurance leads quality assurance and oversees quality control at a project level. Accountable for quality assurance and quality control decisions of the assigned delivery project. Leads an appropriately sized and skilled team of Lead Project Quality Assurance, Senior Coordinator Quality Assurance (SCQAs) and Quality Control Coordinators with responsiblity for achieving the quality objectives set for the project(s) assigned. Produces detailed quality assurance and quality control reports for the project(s) as required within the reporting cycle as well as performing a training role for the implementation of the quality management system for the project. Coordinates with other project controls and project management leaders of the project(s) ensuring the agreed quality management system policies, plans, processes and procedures are consistently adhered to. Supports the (Integrated) Project Delivery Teams and Senior Manager, CPG Quality Management to deliver the projects safely, on-time, on-budget and to an agreed level of quality determined by the projectโ€™s design.


KEY CONTRIBUTIONS

Functional/Technical

Reporting to Senior Manager, CPG Quality Management, the Manager, CPG Project Quality Assurance is responsible for the leadership and delivery of quality assurance and quality control for assigned projects, which includes being:

ยท       Accountable to (Integrated) Project Delivery Team for timely data and information regarding the status of all aspects of the projectโ€™s quality assurance and quality control and providing recommendations for resolving any non-compliance and/or issues

ยท       Responsible for the application of CPG Quality Management System including project specific plans, processes and procedures and guides as extensions to and consistent with the CPG Quality Management System including the continual improvement cycle drawing on previous experience and industry practice

ยท       Responsible for the Project Quality Management Plan detailing the objectives of the project as consistent with CPG strategy and objectives and in alignment with the (Integrated) Project Delivery Team and Senior Manager, CPG Quality Management

ยท       Responsible for the identification, development, reporting and analysis of quality metrics and managing agreed key performance indicators for the project including quality management system performance

ยท       Responsible for development and training (Integrated) Project Delivery Team on Project Quality Assurance Plan, CPG Quality Management System and Continual Improvement by way of, but not limited to, workshops, courses, online education and orientation (onboarding) of (Integrated) Project Delivery Team members

ยท       Responsible for the assurance, management and review of 2nd Party contracted quality submissions, e.g. ITPs

ยท       Responsible for the review and approval of Quality control site reports and test results, ensuring all documentation meets project quality assurance plan requirements and industry standards.

ยท       Responsible for ensuring all quality control inspections, testing and site visits are conducted as per Quality assurance plan requirements.

ยท       Responsible for the identification, resolution or escalation of quality issues

ยท       Supports the development and application of audit on the (Integrated) Project Delivery Team and 2nd Parties (direct contracted parties) with respect to compliance with CPG Quality Management System and contracted obligations alongside (Integrated) Project Delivery Team and Manager, CPG Quality Audit

ยท       Supports the implementation of continual improvement initiatives

ยท       Supports working groups and committees with specialized functional knowledge and offers expert recommendations concerning quality assurance

Customer/Stakeholder

ยท       Works strategically, develops and cultivates key relationships with a wide number of internal and external stakeholders, including but not limited to contracted parties, government, agencies and/or communities to aid in the successful delivery of the Project Quality Assurance Plan

ยท       Pro-active participant in project delivery management meetings, presentations and committees and quality management functional meetings, presentations and committees

ยท       Acts as an ambassador and liaison for Metrolinx as necessary

ยท       Communicates and provides support to both internal and external clients to enhance and achieve organizational goals

ยท       Liaises with internal departments regarding operational issues or improvements, and provides Quality subject matter expertise to management team on as required basis

ยท       Develops, fosters and maintains relationships with provincial ministries, municipalities, external authorities, private companies and the public to facilitate the advancement of organizational objectives

ยท       Works with staff at all levels to exchange information, coordinate efforts and resolve issues

ยท       Collaborates with other stakeholders and functions across Metrolinx to ensure alignment of activities and other ongoing initiatives

ยท       Manages resource budget for Project Quality Assurance Lead, Senior Quality Assurance Coordinators (SQACs) and Quality Control Coordinators assigned to the project and expenses within the roleโ€™s scope and budget

ยท       Develops and maintains departmental budget, ensures adherence to budget constraints, analyzes variances, scrutinizes expenditures, and approves payments and takes appropriate action to ensure budget is at or under plan within the roleโ€™s scope

ยท       Assesses and determines required workforce planning requirements to perform and maintain service levels, identifies budget constraints and overall impact on financial resources within the roleโ€™s scope

ยท       Prepares and monitors annual budget and submits a business plan regarding budget related expenditures within the roleโ€™s scope

ยท       Monitors progress to ensure that planning objectives are delivered on time and within budget, that anticipated business results are achieved and able to explain off-plan overages and exceptions within the roleโ€™s scope

ยท       Establishes processes, controls and measures to ensure appropriate expense allocation, cost management and overall fiscal responsibility within the roleโ€™s scope

ยท       Maintains departmental budget, ensures adherence to budget constraints, analyzes variances, scrutinizes expenditures and approves payments and takes appropriate action to ensure budget is at or under plan within the roleโ€™s scope

ยท       Directly manages up to 10 individuals performing quality assurance and quality control related tasks, manages the work of contractors assigned to the team and maintains engagement of consulting support

ยท       Provides leadership and direction to staff and project team (e.g. defines team member roles, responsibilities and expectations) including coaching and mentoring to ensure the quality and consistency of work

ยท       Manages staff performance to ensure adherence to timelines and objectives while addressing any performance gaps through correcting actions and timely feedback to ensure a cohesive operational unit and the optimum use of team skills
