Job description

The Data Analyst IV is a subject matter expert in data analytics and data science with demonstrated proficiency in developing, implementing and managing complex and multi-faceted data projects. The Data Analyst IV demonstrates commanding proficiency in diagnostics, predictive, and prescriptive analytics, database design, ETL processes, data warehousing, and application of AI in data pipelines. The Data Analyst IV designs, develops, and implements technology-driven solutions that leverage artificial intelligence (AI), machine learning, and data science to improve efficiency, decision-making, and innovation for their assigned projects. This role strengthens their projects’ data capability and develops data systems to enhance program operations and efficiency.

The Data Analyst IV leads a team of data analysts to implement advanced data analytics and leads the implementation of policies and procedures to maximize responsiveness to client information needs. The Data Analyst IV collaborates with other senior staff on continued project, Center, and business needs.

ESSENTIAL JOB FUNCTIONS:

  • Leads a multidisciplinary team of analysts to conduct data management services, including but not limited to, data entry, data quality, and governance.

  • Oversees data infrastructure and engineering, data processing and transformation, data product development.

  • Develops and maintains user-informed, accessible, accurate, and secure data management processes and systems.

  • Develops and maintains Smartsheet platform to support workflow, task tracking, and management of grant applications.

  • Develops and ensures accurate documentation to support knowledge transfer of data projects, and maintain official records of data projects.

  • Leads analysis to generate recommendations to improve the overall effectiveness and efficiency of data management and data analysis work flow.

  • Maintains and improves data-driven tools, development of data pipelines and automation.

  • Implements tracking process to measure and monitor progress and delivery of grant and data management services.

  • Conceptualizes and maintains efficient processes for integrating data into tools (e.g., establish data pipelines, leverage of APIs and data layers).

  • Identifies trends, patterns, and correlations through data analysis to provide insights into program delivery and improve efficiency of customer service.

  • Oversees development of data visualization and infographics.

  • Develops client-ready written materials (e.g., reports, charts and tables, PowerPoint presentations).

  • Develop, monitor, and manage tasks and deliverables for contract compliance.

MINIMUM JOB REQUIREMENTS:

Education:

  • Bachelor’s Degree in Computer Science, Information Systems, Statistics, Economics, Data Science, or related field from an accredited university or college.

Experience:

  • 10 years of experience of relevant and progressive experience, conducting complex and multi-faceted data projects

  • 3 years supervisory or team leadership experience.

Skills:

  • Strong foundation in statistics and hands-on experience with tools such as Excel, SQL, R, Python, ETL tools, API development.

  • Demonstrated proficiency in database design, ETL processes, data warehousing.

  • Strong foundation in PostgreSQL, SQL Server, Oracle, and cloud platforms (AWS, Azure), Docker

  • Experience leveraging GitHub and organizing documentation on Confluence or SharePoint.

  • Strong problem solving, analysis, communication, and teamwork.

  • Excellent organization and time management skills.

  • Ability to write clearly and concise copy with attention to detail and target audience focus.

  • Strong analytical and critical thinking skills.

  • Experience with reporting analytical findings, working with data layers, and conducting qualitative data analysis.

Language:

English fluency (oral and written)

Software Proficiency:

Microsoft Office (Excel, Outlook, PowerPoint, Power BI), Smartsheet

Project Management (Jira, Confluence, GitHub, Monday.com)

Programming and Statistics (Python SQL, R, or other statistical packages or languages)

LOCATION:

This is a remote position with the consideration that if a candidate lives within a 50-mile radius of our North Bethesda or San Mateo offices, employment will be considered hybrid.

SECURITY CLEARANCE:

Ability to pass background investigations as required for access to federal facilities and systems.

TRAVEL: up to 15 percent.

Physical Requirements:

  • Extended Computer Use: Ability to sit for extended periods and operate a computer keyboard and mouse.

  • Vision: Must be able to see and read computer screens and printed materials.

  • Dexterity: Capable of using hands and fingers to operate equipment and perform tasks requiring precision.

  • Communication: Able to effectively communicate verbally and in writing with team members and stakeholders.

  • Mobility: Frequently required to stand, walk, reach, and bend to access office equipment and attend meetings.

  • Lifting: Ability to lift and carry up to 50 pounds for short distances.

  • Sensory Abilities: Must be able to perceive and interact with the environment using hearing and speaking skills.

  • Work Environment: Primarily works in a typical office environment, with exposure to computer screens and moderate noise levels.

PREFERRED JOB REQUIREMENTS:

  • 1 year of experience in early childhood education and/or Head Start programs.

  • Experience with federal information systems such as such as Head Start Enterprise System (HSES) and GrantSolutions.

  • Knowledge of and experience with the Head Start program and the federal grants process within HHS.
