What is a qualifying general contractor?

A Qualifying General Contractor is a licensed professional responsible for overseeing construction projects and ensuring they comply with building codes and regulations. The 'qualifying' designation means the contractor meets the experience, education, and examination requirements set by the state or licensing authority. This individual typically manages subcontractors, schedules, budgets, and quality control throughout the construction process. Qualifying General Contractors are often required for commercial, residential, and public works projects, and their license is sometimes necessary for companies to bid on and perform certain construction jobs.

What skills and qualifications are needed to thrive as a qualifying general contractor?

To thrive as a Qualifying General Contractor, you need strong project management abilities, in-depth construction knowledge, and typically a valid state contractor's license. Familiarity with construction management software, cost estimation tools, and compliance with building codes and safety regulations is essential. Leadership, problem-solving, and effective communication are critical soft skills for coordinating teams and managing client expectations. These skills ensure projects are completed safely, on time, within budget, and to required standards.

What are typical challenges faced by a qualifying general contractor when managing multiple projects simultaneously?

A Qualifying General Contractor often faces the challenge of balancing multiple projects, which requires strong organizational and communication skills. Coordinating schedules, managing subcontractors, and ensuring that each project stays within budget and on time can be demanding. Additionally, resolving unexpected issues such as supply delays or permit complications is common. Successful contractors rely on robust project management systems and clear communication with clients and teams to overcome these challenges.

What is the difference between Qualifying General Contractor vs Licensed General Contractor?

The main difference is that a Qualifying General Contractor is authorized to qualify projects and oversee initial phases, while a Licensed General Contractor has full legal authority to manage and execute construction projects. Both roles require licensing, but the Licensed General Contractor holds a more comprehensive license for project completion and legal responsibility.

How hard is it to become a qualifying general contractor?

Becoming a qualifying general contractor typically requires relevant work experience, passing a licensing exam, and obtaining a license from the state or local authority. The process can take several years and often involves demonstrating knowledge of building codes, safety regulations, and project management skills.

Arizona ROC Qualifying Party (B-3) Residential Remodeling

Clearwater Shower Bath

Phoenix, AZ โ€ข On-site

$1.2K - $1.7K/wk

Part-time

Re-posted 6 days ago

Job description

You spent years earning your Arizona contractor credentials, experience, and professional judgment. This position lets you put them to work without running another construction business.
Clearwater Shower Bath is opening its Phoenix operation and hiring an experienced Arizona remodeling contractor to serve as our ROC qualifying party for residential bath and shower remodeling.
We are an established, highly rated remodeling company with more than $10 million in annual revenue, over 50 W-2 employees, and a 5.0-star rating across more than 500 Google reviews.
This is a part-time W-2 position with flexible, clearly defined responsibilities.
Who this role was built for
This role may be especially attractive to an experienced contractor who has stepped away from day-to-day operations, is winding down a shop, or simply wants meaningful professional work on a limited schedule.
You spent years developing your license, judgment, and understanding of residential construction. We designed this position to make use of that experience while respecting the life and schedule you have built.
The responsibilities are real and substantive, but they are also focused and bounded. You will provide the technical, quality, and compliance oversight expected of an Arizona qualifying party. We will not invent unrelated work simply to fill your calendar.
No crew to manage. No sales. No estimates. No collections. No chasing jobs. No business to run.
What you would actually do
You will serve as our named Arizona ROC qualifying party and provide active oversight of the residential remodeling work performed under the license.
Your responsibilities will include:
  • Reviewing installation photos, project documentation, and field records for applicable code, license-scope, and quality compliance
  • Providing technical and code guidance to our production and installation teams
  • Conducting periodic in-person spot checks at Phoenix-area jobsites
  • Identifying deficiencies and requiring appropriate corrective action
  • Confirming that material corrections have been completed
  • Remaining reasonably available during agreed business-hour windows for occasional technical questions
  • Exercising independent authority to flag, reject, require correction of, or stop work that does not meet applicable requirements or our quality standards

You will have real authority, and we expect you to exercise it.
Most routine reviews can be completed remotely and asynchronously. In-person involvement will generally consist of periodic field verification, higher-risk questions, and circumstances where your professional judgment is needed.
Our operations team handles scheduling, purchasing, customer communication, crew coordination, and day-to-day project management. You provide qualified oversight and an experienced second set of eyes.
Our work is consistently clean and extremely particular, which should keep routine review straightforward.
Required background
We are hiring a proven Arizona qualifying party, current or former. This is not intended as a first-time contractor-licensing path.
You must meet one of the following profiles:
  • Current qualifier: You hold or currently qualify an active Arizona ROC license in B-3 General Remodeling and Repair, B General Residential Contractor, KB-2 Dual Residential and Small Commercial, or another classification acceptable for our residential remodeling scope.
  • Former qualifying party: You previously served as the qualifying party for an Arizona license in one of those classifications and remain eligible to qualify another licensed contractor. Prior qualifying-party service in the same classification may simplify requalification, subject to Arizona ROC review and approval.

In either case, you must also have:
  • Substantial residential remodeling experience
  • The knowledge and availability necessary to genuinely supervise work performed under the license
  • The ability to conduct periodic jobsite visits in the Phoenix metropolitan area
  • The confidence to exercise independent judgment and require corrections when necessary
  • No current qualifying-party position with another active licensed contractor
  • A willingness to be regularly employed and actively engaged as a bona fide W-2 qualifying party

Compensation
Guaranteed monthly W-2 compensation of $1,250 to $1,750, based on qualifying-party history, classification, and relevant experience.
The compensation is fixed and predictable for the anticipated launch-stage workload. The position is designed around a limited number of review and oversight hours rather than a fixed daily schedule.
Compensation and workload will be reviewed as our Arizona installation volume grows. We do not expect the responsibilities to expand materially without a corresponding discussion about the position and compensation.
What else we offer
  • Predictable, clearly bounded responsibilities
  • A flexible schedule with primarily remote document and photo review
  • No sales, estimating, collections, or daily crew administration
  • Real authority over technical, code, and quality compliance
  • The full operational backing of a proven, profitable multi-state company
  • Stability by design: our intention is to establish the relationship once and keep it in place for years

You provide the experience and qualified oversight. We provide the systems, personnel, documentation, and operational support needed to make the relationship work properly.
To apply
Please apply through Indeed with your current rรฉsumรฉ or a brief summary of your remodeling experience.
Candidates selected for an initial phone interview should be prepared to provide:
  • Your Arizona ROC license number, or the license number of a company you previously qualified
  • The classification you qualified
  • The approximate dates during which you served as qualifying party
  • A brief description of your residential remodeling and supervisory experience

Qualified applicants will receive a prompt response.
