General Summary:
Drafts, negotiates, administers, and manages commercial and government contracts, ensuring clear terms aligned with business objectives, stakeholder needs, and division strategy. Supports the full contract lifecycle-from intake and proposal support through award, administration, and closeout-by providing contractual guidance, coordinating cross-functional inputs (e.g., Legal, Engineering, Program Management, Product Management, Security, Procurement, and Finance), and helping execute risk mitigation strategies. Maintains audit-ready contract files and a current understanding of Qualcomm policies, positions, and operations as well as legal and regulatory guidelines relevant to contract administration and management, including evolving compliance requirements (e.g., FCI/CUI considerations and CMMC impacts where applicable).
Preferred Qualifications:
• Bachelor's, Master's, or Doctorate (including Juris Doctorate) degree in Communication, Business, Political Science, or related field.
• 5+ years of Contract Administration experience with both government and commercial experience.
• Excellent oral and written communication skills, with the ability to communicate effectively with technical, operational, and on occasion, executive-level stakeholders.
• Strong critical thinking and sound judgement, with the ability to independently manage complex, high-visibility contract and initiatives and balance multiple priorities in a fast-paced, environment.
• Must be a U.S. citizen. Top Secret level U.S. Government Security Clearance WILL BE required.
Principal Duties and Responsibilities:
• Drafts and administers commercial and government contracts and amendments based on understanding of contracts administration procedures, structure, and guidelines; coordinates and supports Legal team members in negotiation by applying division positions, identifying issues/risks, and escalating non-standard terms appropriately.
• Supports proposal development by reviewing, recommending, and ensuring acceptable proposal language in collaboration with cross-functional stakeholders.
• Manages contracts and follows up on execution according to terms with limited guidance; maintains visibility into key contractual requirements, milestones, and obligations throughout performance.
• Provides stakeholders with contract summaries and source documentation during the life of contracts, ensuring timely and accurate responses to requests for information.
• Ensures compliance with applicable government regulations, and company policies; supports risk mitigation for increasingly complex and interdependent programs (e.g., flexible scope structures, subcontractor involvement).
• Performs contract closeout management for government and commercial contracts, coordinating required documentation and internal reviews to complete closeout efficiently.
• Reviews invoices for accuracy to avoid payment issues and reduce rework; supports compliance-focused reviews as needed.
• Participates in key program/project meetings (e.g., TEMs, regular customer sessions, and internal reviews) to remain aligned, track progress, and issue-spot when needed.
• Maintains contract recordkeeping in accordance with Corporate Legal policy for audit and litigation purposes, including document retention requirements; ensures high-quality, complete, and timely filing.
• Manages subcontract activities as needed: monitors subcontract requirements, reviews schedules and deadlines, and documents flowdown requirements.
• Assists in identifying, developing, and implementing updated contract policies and processes in response to changes in government acquisition practices.
• Supports corporate government efforts as a subject matter expert and/or supports proposal submissions and awards as needed.
• Supports government registrations/compliance activities as needed (e.g., maintaining SAM.gov updates), coordinating with subject matter experts for accurate inputs.
• Supports shipment approvals by confirming executed agreements are in place prior to releasing shipment requests.
• Manages individual priorities, deadlines, and deliverables with minimal supervision.
Level of Responsibility:
• Works under general supervision. • Responsible for own work. Exercises judgment within established policies; escalates non-standard terms, higher-risk issues, and novel scenarios to appropriate stakeholders. • Requires verbal and written communication skills to convey moderately complex contractual information (e.g., status, key terms, obligations, compliance impacts) to
internal stakeholders.
• Works within prescribed departmental objectives; errors may cause delays, rework, or increased program/division risk if not identified and corrected.
• Many tasks require multiple steps performed with independent judgment applied to prioritize and coordinate cross-functional inputs.
• Creativity and initiative may be required to troubleshoot process/system issues and address novel contracting circumstances.
• Problem solving includes issue-spotting, compliance checks, and coordination to resolve discrepancies across contract documents, systems, and stakeholder inputs.
Minimum Qualifications:
• Bachelor's degree in Communication, Business, Political Science, or related field and 4+ years of Contract Administration experience or related work experience.
OR
Associate's degree in Communication, Business, Political Science, or related field and 6+ years of Contract Administration experience or related work experience.
*Completed advanced degrees in a relevant field may be substituted for up to two years (Master's = one year, Doctorate = two years) of work experience.

Pay range and Other Compensation & Benefits:
$102,400.00 - $153,600.00
The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm. We also offer a competitive annual discretionary bonus program and opportunity for annual RSU grants (employees on sales-incentive plans are not eligible for our annual bonus).
