Job description

QED Systems, LLC, is currently recruiting a Policy Lead (Management Analyst), to join our team at the Pentagon in Arlington, VA to support our HQDA G-3/5/7 Support Services contract.

Duties:

  • Serve as the primary Policy Lead within the Strategy Plans and Policy (SPP) Branch, providing expert analysis and guidance on all 14 Protection functions for the HQDA Protection Division’s SPP Branch. This role is vital for shaping Army policy, ensuring alignment with national-level guidance, and enhancing the protection of critical assets.
  • Lead efforts to integrate and synchronize all Protection functional efforts across ARSTAF, Army Commands (ACOMs, ASCCs, and DRUs) for the SPP branch. This includes analyzing asset criticality assessments, incorporating both field-level and HQ-level perspectives, and providing written recommendations for policy improvements to enhance risk management practices.
  • Analyze the Protection programs across all Army ACOMs, ASCCs, and DRUs to ensure the SPP Branch database accuracy and completeness, informing policy adjustments as needed.
  • Support the SPP government lead to prepare and track guidance, tasking, and data calls related to all 14 Protection function initiatives, ensuring effective policy implementation across supporting elements.
  • Provide staff support for the ETMS2 and ensure timely responses to SACO tasking.
  • Support the SPP Chief in the development of the annual APPA reports, focusing on benchmark deficiencies, recurring issues, and best practices. This includes analyzing assessment results to identify policy gaps and recommending improvements to sustain or increase protection readiness across all units.
  • Support the SPP Branch in developing and integrating Army Regulations for all APP functional areas.
  • Accompany and assist the APPA Team Chief in evaluating the APP. This evaluation will ensure each Army Command (ACOMs, ASCCs, and DRUs) meets all required programmatic compliance standards as defined by Army regulations.
  • Provide expert analysis and guidance across all 14 Protection functions for the HQDA Protection Division’s SPP Branch.

Required Skills & Experience:

  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Must have the ability to work within Government-provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel. 
  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.   
  • Ability to focus on Mission requirements while tracking multiple competing priorities. 
  • Require minimal supervision in the fast-paced, critical environment of the Army Headquarters. 
  • Must be proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
  • Ability to clearly articulate analysis through both oral and written communication.
  • Ability to provide executive, technical, and administrative support to senior leaders.
  • Experience with Protection on the Army/Joint Staff and/or Major Army Commands in Policy, Bi-lateral exchanges, proficient in planning and execution of working groups.
  • Operational experience using standard automated toolsets to perform duties.
  • Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents.

Required Clearance:

  • ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/SCI eligibility

Qualifications:

  • Bachelor’s degree required.
  • At least seven (7) years of related experience required.

Travel:

Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.

Work Environment:

This position will be co-located with the customer and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).

  • Communicate effectively with co-workers and customers.
  • Withstand prolonged periods of sitting at a desk and computer use.

Estimated Salary Range: $120,000.00 - $135,000.00, annually. This is not a guarantee of compensation or salary. This represents the typical range for fully qualified candidates for this position based on experience, geographic location, and other factors. The final offer amount may vary.
