Program: Comprehensive Legal Services to Unaccompanied Alien Children (UAC) – Program Management Office (PMO) Contract

Customer: U.S. Department of Health and Human Services (HHS) – Office of Refugee Resettlement (ORR), Washington, D.C. Capital Area

Work Location: 100% Remote Telework (U.S.-based)

Clearance: Must be a U.S. Citizen and able to obtain and maintain an HHS Public Trust background investigation

POSITION SUMMARY

The Quality Lead is the senior authority for quality management on CPMC's HHS/ORR UAC Legal Services PMO contract. This role holds primary accountability for the program's Quality Management Plan (QMP) and for ensuring the program's full compliance with the contract's Quality Assurance Surveillance Plan (QASP). The Quality Lead sets the quality strategy, supervises the Quality Analyst, and is the PMO's principal interface with HHS/ORR on all quality and performance matters.

KEY RESPONSIBILITIES
  • Own the Quality Management Plan (QMP): author, maintain, and enforce it across all PMO functions and subcontractor oversight activities.
  • Ensure continuous compliance with the QASP — including surveillance schedules, Acceptable Quality Levels (AQLs), performance metrics, and HHS reporting requirements — and serve as the primary quality POC to the HHS COR.
  • Supervise and mentor the Quality Analyst: assign audits, review work product, and set quality standards for the team.
  • Review and approve all corrective action plans (CAPs); adjudicate disputed findings and escalate systemic issues to the PMO Lead.
  • Present monthly and quarterly quality performance to HHS/ORR and CPMC leadership; own the quality sections of programlevel deliverables.
  • Lead root cause analysis for significant quality escapes and drive programlevel preventive actions.
  • Oversee the customer satisfaction survey program: methodology, cadence, results analysis, and improvement actions.
  • Represent CPMC in HHS quality reviews, IG engagements, and external audits; lead internal ISOstyle process audits.
  • Continuously mature the quality program using Lean, Six Sigma, or equivalent methodologies, aligned with CPMC's PMO governance model.
  • REQUIRED QUALIFICATIONS
  • U.S. Citizenship (required for HHS background investigation).
  • Ability to obtain and maintain an HHS Public Trust background investigation.
  • Bachelor's degree in Quality Management, Business, Public Administration, or a related field; Master's preferred.
  • Minimum 8 years of quality management experience on federal programs, with direct HHS customer experience and demonstrated accountability for a QMP/QASP on a federal contract.
  • Supervisory or teamlead experience.
  • Deep familiarity with federal performancebased contracting, AQL methodologies, and CPARSrelated quality documentation.
  • Strong Microsoft 365 / Power BI skills for quality reporting.
  • PREFERRED QUALIFICATIONS
  • Lean Six Sigma Black Belt, ASQ CQM/CQA, or equivalent certification.
  • ISO 9001 leadauditor experience.
  • Prior quality leadership on an HHS/ORR, ACF, or immigrationrelated program.

CPMC does not deliver any direct legal services under this contract; our scope is limited to PMO oversight, governance, financial administration, and subcontractor management on behalf of HHS. This position directly supports that mission.
