General Role Description
Develop, manage, and continuously improve the Company's prevailing wage and apprenticeship (PWA) compliance programming and activities ensuring labor compliance readiness across a growing portfolio of projects
Role Accountabilities
- Manage prevailing wage and apprenticeship (PWA) requirements for current and future projects, as required in collaboration with project management, field operations, legal, finance, commercial, HR, and clients
- Advise internal stakeholders on PWA compliance strategy, requirements, and impacts to project execution
- Develop internal PWA processes that ensure the Company's PWA obligations are met
- Monitor and maintain ongoing compliance with prevailing wage requirements, including classification accuracy, pay rates, and supporting documentation according to legal requirements and client obligations
- Manage apprenticeship compliance requirements including tracking labor hour thresholds, monitor apprenticeship participation and ratio requirements
- Submit Department of Labor classification and prevailing wage rate requests by project and scope, and maintain documentation of wage determinations
- Track and coordinate all prevailing wage and apprenticeship requirements by project
- Coordinate apprenticeship job postings and searches as required
- Maintain documentation to evidence of good faith efforts, when applicable
- Serve as the point of contact with registered apprenticeship programs
- Coordinate the submission of certified payroll records with the finance department and project management team
- Maintain compliance files by project, contractor and reporting period
- Monitor PWA requirements, regulatory updates, and enforcement guidance, and implement changes as necessary
- Identify opportunities to improve PWA processes, reporting, and compliance tracking
- Identify and manage the services of PWA vendors, as needed
- Develop and deliver training on PWA compliance, including associated company processes and expectations, as needed

Requirements
Minimum Qualifications
  • Bachelor's degree in business, economics, human resource management, or equivalent via education and/or experience
  • 2 years' experience with prevailing wage and apprenticeship, or Davis-Bacon compliance programs
  • Demonstrated knowledge of prevailing wage classifications and rate determinations
  • Demonstrated knowledge of apprenticeship participation and labor hour thresholds
  • Demonstrated successful working relationships with clients, suppliers, and other internal and external contacts
  • Demonstrated successful and positive personal leadership, interpersonal, organizational, administrative, and communication skills
  • Demonstrated continuous improvement in areas of responsibility
  • Proficiency in MS Word, Excel, Outlook
  • Availability to travel domestically, less than 5%, sometimes with limited notice

Preferred Qualifications
- 5 years' experience with prevailing wage and apprenticeship, or Davis-Bacon compliance programs
- Demonstrated experience with Inflation Reduction Act (IRA) specific PWA compliance, clean energy, or federally funded projects
- Experience in a dynamic, high growth, global engineering services organization or industry served by the Company
- Demonstrated experience with a foreign owned business, preferably Japanese
- Demonstrated experience working with a field service organization
- GPHR or SPHR
