Minimum Requirements:
Graduation from high school or possession of an equivalency diploma plus EITHER:
(A) Graduation from a regionally accredited or New York State registered college or university with an Associate's degree plus five (5) years paid full-time or its part-time equivalent experience in a purchasing organization as a professional buyer, two (2) of which must have been in a public purchasing office; OR,
(B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree plus three (3) years of experience as defined in (A), two of which must have been in a public purchasing office; OR,
(C) Any equivalent combination of training and experience as defined by the limits of (A) and (B) above.
NOTE: A Master's degree in Business or Public Administration may be substituted for one (1) year of the general experience.
Desired Qualifications:
Thorough knowledge of New York State General Municipal Law as it relates to municipal purchasing;
Good knowledge of ethical and acceptable business practices in dealing with vendors and suppliers;
Strong organizational, analytical, mathematical, research, and problem solving skills;
Ability to prepare specifications, solicit quotations, administer competitive procurements, and analyze purchasing information;
Ability to plan, prioritize, and coordinate the work of a centralized purchasing operation;
Ability to supervise, train, develop, and support staff;
Ability to establish and maintain effective professional relationships with administrators, employees, vendors, and other stakeholders;
Strong attention to detail, accuracy, initiative, integrity, and sound judgment;
Experience in governmental or public school purchasing;
Supervisory or leadership experience in a purchasing, finance, or business office environment;
Experience administering competitive bids, requests for proposals, cooperative contracts, and other public procurement methods;
Experience with financial management and purchasing software;
Demonstrated knowledge of New York State school district purchasing requirements and internal controls.
Position Summary/Responsibilities:
The Greece Central School District is seeking a highly qualified and experienced individual to serve as Purchasing Supervisor. This position provides day to day leadership and supervision of the District's Purchasing Department and is responsible for supporting the timely, efficient, compliant, and cost effective procurement of supplies, equipment, services, and other commodities throughout the District. The Purchasing Supervisor serves as the District's Deputy Purchasing Agent, as designated by the Board of Education, and is authorized to review and approve requisitions and purchases within delegated authority, including requisitions below $15,000. The position supervises assigned purchasing staff, including Buyers, and provides guidance to schools and departments regarding District purchasing procedures, competitive procurement requirements, contracts, and applicable laws and regulations.
Supervises, trains, supports, and evaluates assigned Purchasing Department staff, including Buyers, and coordinates the daily workflow and priorities of the department;
Serves as Deputy Purchasing Agent when the Purchasing Agent is not available and exercises purchasing authority delegated by the Board of Education, including the review and approval of requisitions below $15,000;
Reviews requisitions and supporting documentation for accuracy, appropriateness, required approvals, and compliance with New York State General Municipal Law, Board of Education policies, District purchasing regulations, and established procedures;
Determines appropriate procurement methods, including competitive bidding, requests for proposals, quotations, New York State and other governmental contracts, cooperative purchasing agreements, sole source procurement, and other legally permissible purchasing methods;
Coordinates the preparation, advertisement, receipt, opening, analysis, and award recommendation of formal bids and other competitive procurements;
Develops and reviews specifications for supplies, equipment, services, and other purchases in consultation with District administrators and departments;
Plans and schedules purchasing activities to support timely procurement and delivery of goods and services throughout the District;
Oversees the processing and issuance of purchase orders and ensures purchasing documentation is complete and appropriately maintained;
Confers with principals, department heads, supervisors, and other District staff regarding purchasing needs, procurement requirements, specifications, vendor selection, and purchasing procedures;
Researches products, vendors, pricing, contracts, delivery schedules, and purchasing alternatives and assists with the administration, monitoring, renewal, and maintenance of District bids, contracts, cooperative agreements, and other purchasing arrangements;
Establishes and maintains effective working relationships with vendors and suppliers while ensuring ethical and appropriate business practices;
Develops, implements, reviews, and recommends improvements to purchasing procedures, internal controls, forms, workflows, and departmental practices;
Assists in resolving vendor, purchase order, pricing, delivery, and procurement related issues;
Maintains appropriate purchasing records and prepares reports and analyses as requested;
Represents the Purchasing Department at meetings and serves as a resource to District leadership on purchasing and procurement matters;
Performs other related duties and special projects as assigned.
