Location: Virginia and Washington, DC

Position Summary

The Operations Manager reports directly to the Senior Operations Manager and is responsible for the day-to-day operational oversight and performance of an assigned portfolio of parking locations. This role is accountable for ensuring operational excellence, financial discipline, client satisfaction, and client retention while aligning site performance with approved annual budgets and company standards.

The Operations Manager plays a critical role in supporting client relationships, reviewing and contributing to monthly financial statements, providing high-quality variance analysis, and partnering with the Senior Operations Manager on budget development and forecasting. This position requires consistent collaboration across departments to drive continuous improvement, profitability, and service delivery.

Essential Duties and Responsibilities

Operations & Compliance

  • Oversee daily operations across assigned locations to ensure compliance with all Colonial Parking policies, procedures, contractual obligations, and service standards.
  • Conduct regular site inspections to assess safety, appearance, staffing performance, signage, lighting, surface conditions, and overall facility conditions.
  • Ensure assigned locations operate safely and in accordance with company standards and client requirements.
  • Coordinate site openings, transitions, and closures in collaboration with Account Management and internal stakeholders.
  • Oversee merchant validation programs and ensure adherence to validation revenue policies and procedures.

Client Relationship Management & Retention

  • Support client retention efforts by maintaining professional, responsive, and results-focused communication with client representatives.
  • In coordination with the Account Management team, respond to client inquiries, concerns, and operational issues in a timely manner.
  • Participate in client meetings as needed and support ongoing relationship management efforts.
  • Actively identify operational risks or service gaps that could affect client satisfaction and retention and escalate concerns as appropriate.

Financial Oversight & Reporting

  • Review monthly financial statements for assigned locations to ensure accuracy, completeness, and alignment with operational activity.
  • Provide clear, concise, and high-value variance commentary explaining financial performance against budget.
  • Monitor revenue, expenses, customer mix, and volume trends using revenue analysis, profit and loss reports, and space surveys.
  • Support revenue control efforts to ensure financial performance aligns with company goals and client expectations.
  • Partner with the Senior Operations Manager in the development, review, and management of annual budgets and forecasts.

Audits, Controls & Risk Management

  • Ensure compliance with internal audit procedures, including access card control, credential tracking, and required documentation.
  • Conduct regular operational audits and submit required reports to the Senior Operations Manager.
  • Submit and manage damage and liability claims in accordance with company policy and established reporting procedures.

People Management & Leadership

  • Recruit, hire, train, and onboard front-line staff in coordination with the Human Resources Department.
  • Participate in the recruitment and selection of management staff as directed.
  • Provide coaching, performance feedback, and formal evaluations for front-line employees and Assistant Operations Managers.
  • Administer corrective action, up to and including written warnings and termination recommendations or actions, in coordination with Human Resources and in accordance with company policy.
  • Develop and maintain staffing schedules to ensure appropriate coverage and operational efficiency.
  • Ensure employees are properly trained, equipped, and supported to perform their duties safely and effectively.

Business Support & Development

  • Contribute operational input and site-specific operating plans for proposed new business opportunities.
  • Participate in special projects and initiatives as assigned by the Senior Operations Manager.

Additional Responsibilities

  • May be required to temporarily fill in for front-line associates during absences or coverage gaps.
  • May meet with client contacts on an as-needed basis.
  • Perform other related duties and special projects as assigned.

Minimum Qualifications

  • High school diploma or equivalent required.
  • Associate or bachelor's degree preferred.
  • Relevant certifications or technical training are a plus.
  • Minimum of three years of experience managing and training employees in a supervisory capacity.
  • Minimum of three years of parking or related operations management experience.
  • At least two years of client relationship management experience, preferably in coordination with an account management function.
  • At least two years of experience managing or supporting an annual budget.
  • Proven ability to build and sustain strong client relationships.
  • Strong interpersonal and people-management skills with the ability to effectively engage diverse teams and stakeholders.
  • Demonstrated financial acumen, including the ability to interpret financial reports, manage budgets, analyze variances, and support profitability.
  • Strong organizational, time-management, problem-solving, and prioritization skills.
  • Ability to communicate effectively in writing and verbally with employees, clients, and internal stakeholders.
  • Ability to work independently, exercise sound judgment, and manage multiple locations and competing priorities.

Work Environment

This position is performed in a combination of professional office settings and parking facilities. Regular site visits may involve exposure to outdoor weather conditions, vehicle traffic, noise, exhaust, temperature changes, and other conditions commonly associated with parking operations. Travel between assigned locations is required as needed to support operational responsibilities.
