General Information/Job Summary

We are seeking a highly driven Proposals Manager who will serve as the primary owner and accountable lead for developing complete EPC (Engineering, Procurement & Construction) proposals. This role requires strong leadership across multidisciplinary teams, deep attention to engineering quantities and estimate development, and a proactive, hands-on approach to ensuring all proposal components are coordinated, accurate, aligned, and delivered on time.

This position is responsible for leading the full proposal cycle, from RFP receipt to estimate handoff, ensuring the technical, commercial, and execution elements of the proposal reflect a cohesive and competitive offering.

Responsibilities/Competencies:

Primary Ownership & Accountability

  • Own the full EPC proposal development process and be fully accountable for accuracy, completeness, and competitiveness of the delivered proposal package.
  • Lead and coordinate multidisciplinary engineering, estimating, project controls, and construction teams to ensure all required inputs are developed and validated.
  • Serve as the single point of coordination and accountability for proposal execution strategy, schedule, alignment, and deliverables.

Engineering Quantities & Estimate Development

  • Lead the development, validation, and approval of engineering quantities; coordinate closely with all engineering disciplines to ensure quantities reflect true scope.
  • Question, analyze, and vet all quantities for accuracy, logic, and alignment with the execution plan.
  • Drive the engineering team to develop quantities early and iterate on them as new information becomes available.
  • Maintain comparison spreadsheets between proposal quantities and quantities from similar executed projects to validate completeness.
  • Oversee alignment between engineering, estimating, project controls, and construction to ensure all cost drivers and engineering assumptions are fully captured.

Leadership of Multidiscipline Team

  • Plan, organize, and lead weekly Proposal Update Meetings with all disciplines.
  • Ensure all stakeholders understand expectations, deadlines, and deliverable quality standards.
  • Hold all functions and disciplines fully accountable for their portion of the proposal.
  • Facilitate strong cross-discipline engagement and communication throughout the proposal cycle.

Proposal Execution & Coordination

  • Coordinate closely with the Director of Estimating to plan proposal activities and resource needs.
  • Review RFP documents and provide scope summaries to engineering and relevant departments.
  • Attend client kick-off meetings, pre-bid meetings, and site visits to gather essential input.
  • Develop and maintain the proposal schedule, working with Project Controls.
  • Lead discussions on execution strategy, win themes, and project execution philosophy.
  • Ensure the final estimate and proposal package accurately reflect the developed execution strategy and client requirements.

Documentation & Deliverable Quality

  • Lead the assignment of all proposal deliverables; ensure quality, completeness, and timeliness.
  • Maintain the proposal tracker and ensure all required documentation is up to date.
  • Vet, enhance, and unify all narrative and written sections of the proposal.
  • Ensure that all written components are professionally presented and compliant with client scope requirements.

Handoff & Transition to Execution

  • Lead the estimate/scope handoff meeting once a project is awarded.
  • Work with Project Controls to establish budgets at project kickoff.
  • Ensure seamless knowledge transfer from proposal to execution teams.

Continuous Improvement & Engagement

  • Engage with Engineering Project Services to maintain and improve engineering estimate files and tools.
  • Strengthen involvement and ownership of proposal responsibilities across engineering, construction, estimating, and other departments.
  • Drive improved review cycles, targeting estimate completion at least three days prior to formal review to ensure adequate evaluation.

Requirements

  • Primary base location in Odessa, TX, Houston, TX, or Abilene, TX.
  • 5 + years' experience in the oil & gas industry, petroleum refining and natural gas processing of which at least two (2) have been as an estimator, project engineering, project manager, or relevant technical discipline.
  • Strong people and communication skills.
  • Ability to travel to Corporate Office Locations (Odessa, Houston, Abilene, etc.).
  • Computer literacy with thorough knowledge of Excel, Word, and Power Point necessary.
  • Thorough understanding of EPC project execution and drawings required.

Physical Requirements

  • Prolonged periods sitting at a desk and working on a computer.
  • Ability to stand for extended periods of time.
