OBXtek is seeking a Technical Proposal Writer & Solutions Specialist to support federal business development, capture, and proposal efforts across our capabilities, including Training, Logistics, Acquisition and Program Management, and Digital Transformation.This hybrid role combines strong technical proposal writing with hands-on solution development and capture support. The ideal candidate is an experienced federal proposal writer who can also work with capture leads, technical SMEs, and solution architects to help develop compelling technical approaches and translate those solutions into clear, compliant, and persuasive proposal content.

 
Responsibilities:

· Develop and write technical, management, past performance, and other proposal content for federal opportunities.

· Analyze RFPs, PWSs/SOWs, evaluation criteria, and customer requirements to develop compliant and responsive proposal content.

· Lead or play a significant role in technical solution development, solutioning sessions, and capture activities for federal opportunities.

· Collaborate with capture leads, solution architects, and technical SMEs to develop technical approaches, solution concepts, discriminators, value propositions, win themes, and customer benefits.

· Interview technical and program SMEs and translate complex concepts into clear, compelling, and evaluator-focused proposal narratives.

· Research, develop, and tailor past performance and corporate experience to specific solicitation requirements.

· Identify relevant proof points, metrics, accomplishments, and lessons learned that strengthen proposal responses.

· Support proposal reviews and improve content for compliance, clarity, consistency, technical accuracy, and persuasiveness.

· Maintain and improve reusable proposal, past performance, and technical content.

· Work with program managers and on a set schedule to update the past performance library and ensure it is current and accurate.

· Perform final edit on all proposals prior to submission.

This job is hybrid with a mix of in the office and work from home time.


Qualifications:

· 5+ years of experience in federal proposal writing, technical writing, capture, technical solution development, or a related role.

· Demonstrated experience developing and writing technical content for federal proposals.

· Demonstrated experience developing technical solutions for federal opportunities, including leading or actively contributing to solutioning sessions, capture activities, and the development of technical approaches, discriminators, and win themes.

· Strong understanding of federal RFPs, PWSs/SOWs, proposal requirements, and evaluation criteria.

· Experience developing and tailoring federal past performance and corporate experience content.

· Ability to work effectively with technical SMEs and solution architects to understand customer requirements and develop credible, differentiated solutions.

· Ability to translate complex technical concepts into compelling content for both technical and nontechnical audiences.

· Excellent writing, editing, analytical, communication, critical-thinking, and facilitation skills.

· Ability to produce high-quality work under tight proposal deadlines and manage multiple priorities.

· Advanced proficiency with Microsoft Word and PowerPoint; experience with Excel, SharePoint, Teams, and Copilot/AI tools is a plus.
