Job Description:

ARDE, Inc., a wholly owned subsidiary of L3Harris Technologies, Inc., is looking for an experienced/driven individual contributor to serve in the role of Specialist, Proposal Management. ARDE is an industry leader in the design and manufacture of mission critical high performance pressure vessels to a broad array of domestic and international customers in the space and defense community.

The Engineering Bid and Proposal Lead will play a critical role in driving the success of our bidding and proposal processes. Reporting directly to the Manager of Programs and Business Development, this role will collaborate closely with the Business Development and Engineering teams to develop competitive cost bids and high-quality technical volumes for military and commercial proposals. The ideal candidate is a strategic thinker with strong technical and project management skills, capable of delivering compelling and compliant proposals that align with customer requirements and company objectives.

Essential Functions:

  • Proposal Management: Support the end-to-end development of engineering bids and proposals, ensuring timely submission of accurate and competitive cost bids and technical volumes.
  • Cross-Functional Collaboration: Work closely with the Business Development team to understand customer needs and with the Engineering team to translate technical solutions into clear, persuasive proposal content.
  • Cost Bid Development: Support the creation of cost estimates, ensuring alignment with project scope, technical requirements, and budgetary constraints. Write and review bases of estimates (BOEs).
  • Technical Volume Leadership: Support the development of technical volumes, ensuring content is accurate, compliant with RFP requirements, and effectively communicates the company's value proposition.Obtain internal and supplier estimates/ proposals and recommend best value for proposal baselines.
  • Process Improvement: Identify and implement improvements to the bid and proposal process to enhance efficiency, quality, and success rates.
  • Risk Assessment: Evaluate technical and cost-related risks during the proposal phase and recommend mitigation strategies.
  • Stakeholder Communication: Act as the primary point of contact for internal teams and external partners during the proposal process, ensuring clear and consistent communication.
  • Compliance and Quality Assurance: Ensure all proposals meet customer specifications, contractual requirements, and internal quality standards.
  • Five to ten percent (5% - 10%) travel may be required to customers and/or suppliers to support program objectives.

Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.

 

Preferred Additional Skills:

  • Experience in the aerospace and/or defense industry, in U.S. Government, commercial and international market segments.
  • Experience supporting programs that are both Firm Fixed Price and Cost Plus.
  • ARDE products are designed to aggressive structural margins; therefore, a background working in structures and Materials and Processes (M&P) engineering for metal and composite components.
  • Experience in an AS9100 registered organization.
  • Proficiency with Microsoft Office suite.
  • Experience collaborating and coordinating with different departments (e.g. Engineering, Scheduling, Program Management)
  • Excellent written, oral, and team communication skills.

In compliance with pay transparency requirements, the salary range for this role in New Jersey is $76,500 to $141,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
