The Proposal Manager is responsible for proposal responses from start to finish to include both managing and drafting the responses. This role includes review of requirements, leading kick-off, and strategy calls, and creating compliant, compelling, high quality proposals. Proven ability in planning, producing, and delivering compliant proposals within a complex business environment. The Proposal Manager will be experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings / final document review, coordinating proposal governance / sign-off, document production and support in the delivery of the completed proposal. This role will focus on creating compelling proposals with a persuasive one voice and articulating strategic, customer-focused solutions for federal government agencies.

Typical work-related activities include:

· Analyzes RFPs to identify requirements and develop a proposal plan and schedule

· Directs the proposal team through the process which includes developing the solution, content for proposals, developing schedules, facilitating meetings, making assignments, and managing the writing team; developing production schedules; compile, review and edit materials

· Serve as liaison to other vendors in instances of proposal prime/sub relationships.

· Assist in the preparation of any proposal follow-up presentations

· Work with the proposal team to ensure win themes and other desired technical content is incorporated into the proposal document.

· Utilizes ASHLIN’s established process and procedures for proposal management

· Writes and edits persuasive content and synthesizes key messaging such as win themes and discriminators that differentiates ASHLIN and resonates with customer.

· Follows proposal writing standards including readability, consistency, and tone.

· Obtains assistance from subcontractors and subject matter experts as required to shape content to reflect a cohesive message in one voice.

· Helps translate technical information so it is clear to various audiences and technically accurate.

· Improves proposal writing results by evaluating and updating processes, approaches coordination, and boilerplate as needed; obtains approvals from key stakeholders and implements changes.

· Proposal automation software experience preferred (Smartsheet)

Knowledge, Skills and Abilities:

· Ability to successfully manage multiple tasks and multiple deadlines, and work with large groups to meet goals in a timely manner

· Proficient with MS Office Suite (strong skills in MS Word - templates, styles, MS Excel, along with Visio)

· Able to prioritize and multitask within a fast-paced and deadline-driven environment with fluctuating priorities

· Exceptional editorial and document management skills, including adhering to style, grammar, usage, and branding required

· Excellent verbal and written communications skills, including copy editing/proofing required

· Ability to organize, write, and edit proposals with little supervision required

· Strong ability to work in teams and collaborate effectively with others with appropriate flexibility

· Ability to work with and interact with all levels of management

· Skills to include change management, customer relationship building

· Ability to work nights and weekends when required to meet tight deadlines

Experience:

· A minimum of three years related experience required in any of the following: proposal writing, management of large-scale assessment programs, or new business development in an organization.

· Ability to lead small to large groups of individuals

· Shipley proposal training preferred

Education:

· Bachelor’s degree in a related area required, preferably in business, English, communications

· Or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired.
