Job Description
Sellers & Associates, LLC (S&A) is seeking a Proposal Manager to join our team in either Chesapeake, VA or Plant City, FL.
The Proposal Manager is responsible for developing and managing proposals within the Government Contracting environment, specifically focusing on various Government Wide Acquisition Contracts (GWACs) and associated contract vehicles. This role involves working closely with technical leads, subject matter experts (SMEs), writers, reviewers, line operations, and teaming partner contacts to develop compliant and compelling proposals. The Proposal Manager will lead, manage, and execute collaborative processes to ensure timely and quality completion of proposals in response to Department of Defense (DoD) Requests for Proposals (RFPs).
Responsibilities:
  • Lead, manage, and execute the development, production, and coordination of technical proposals in response to DoD RFPs.
  • Develop and manage requirements and compliance matrices, bid and proposal schedules, and prepare and facilitate proposal kick-off meetings.
  • Delegate and communicate clear writing assignments, instructions, and schedules to the proposal team, driving on-time quality completion of component assignments.
  • Lead color team reviews, including Blue Team, Pink Team, and Red Team, and prepare packages for White Glove package preparation, review, and adjudication.
  • Assist in pricing strategy development, competitive pricing analyses, cost build-ups, and Green Team reviews.
  • Apply experience and expertise to integrate actions and overarching processes across the business development spectrum, from market segmentation to post-award transition and execution.
  • Apply project/program planning and detailed schedule development, monitoring, and control to provide disciplined management and oversight.
  • Rapidly identify and mitigate emergent risks while ensuring compliance with milestone requirements.
  • Support pre-RFP release actions, including capture strategy development, capture plan build-up, call-plan development and execution, and proposal readiness reviews.
  • Develop technical approach/corporate experience narratives, sample/hypothetical task responses, management approaches/plans, transition plans, quality control plans, staffing plans, key personnel resumes, reference information sheets, past performance narratives, and past performance questionnaires.
  • Collaborate with cross-functional teams to ensure accurate and timely completion of proposal tasks.
  • Maintain strong oral and written communication and interpersonal skills, relationship development, analytical, problem-solving, organizational, and schedule management experience.

Job Requirements
Basic Qualifications:
  • Bachelor's degree in a relevant field preferred.
  • 2-5+ years of experience managing the development, production, and coordination of technical proposals in response to DoD RFPs.
  • Proven track record of developing and managing winning proposals for U.S. Navy, U.S. Coast Guard, U.S. Army, and other DoD or Federal Civilian agencies.
  • Strong understanding of the end-to-end business development lifecycle, from market segmentation through post-award transition and execution.
  • Experience developing and managing requirements and compliance matrices, bid and proposal schedules, and facilitating proposal kick-off and color team review meetings (e.g., Blue, Pink, Red, and White Glove reviews).
  • Familiarity with GWACs and contract vehicles such as SeaPort NxG, GSA MAS, OASIS, and SBIR, including associated requirements and processes.
  • Excellent communication, interpersonal, and leadership skills, with the ability to manage multiple priorities and meet tight deadlines.
  • Strong analytical, problem-solving, organizational, and schedule management skills, with the ability to rapidly identify and mitigate risks while ensuring milestone compliance.

Preferred Qualifications:
  • Advanced degree in a related field.
  • Experience in similar roles with small and mid-size businesses in the defense industry.
  • Experience in pricing strategy, competitive pricing analyses, cost build-up, and Green Team reviews.
  • Experience supporting capture strategy development, capture plan build-up, call-plan development and execution, and proposal readiness reviews.
  • Professional certifications in proposal management or business development.
