About This Role:

The Proposal Manager plays a critical role in Forrester's pursuit of new government opportunities and contracts, working under the guidance of the chief capture manager. They are responsible for developing compelling proposals in response to requests for proposals (RFPs), requests for quotations (RFQs), and statements of objectives (SOOs). The Proposal Manager leads and coordinates the proposal development process, ensuring that our responses are competitive and aligned with our strategic goals. Their ability to assess the probability of win and make informed bid decisions is vital to our success.

Job Description:

In this role, the Proposal Manager works closely with cross-functional teams to identify and prepare proposals for government opportunities across North America.

  • Proposal leadership: Lead end-to-end proposal development, ensuring on-time submissions and compliance.
  • Bid/no-bid decision: Evaluate the probability of winning and guide pursuit decisions.
  • Proposal development: Collaborate with teams to craft persuasive proposals.
  • Content coordination: Manage the assembly of proposal content for consistency and compliance.
  • Proposal schedule: Create and manage schedules, assign tasks, and track progress.
  • Competitive analysis: Research competitors to inform competitive strategies.
  • Quality assurance: Review and edit proposals for clarity and alignment.
  • Document management: Maintain a centralized proposal repository for future reference.

Job Requirements:

  • Bachelor's degree in a relevant field; advanced degrees or certifications in proposal management are a plus.
  • Proven experience, a minimum of 3 years, in proposal management, preferably in government contracting or a similar industry.
  • Exceptional written and verbal communication skills, with a keen eye for detail.
  • Strong analytical and problem-solving skills.
  • Familiarity with proposal development best practices, including Shipley or similar methodologies, and proficiency in Microsoft Office Suite and proposal management software tools.
  • Ability to work under pressure, meet tight deadlines, and foster a collaborative and team-oriented mindset.

Please note that the base salary range indicated here is inclusive of all applicable US geographies listed in this requisition, with the exception of Georgia. This salary range is based upon the position as described in the job listing. The offered compensation may vary within this range and is dependent upon the successful candidate's primary work location, experience, training, education, and credentials.

Base salary range: $92,000 - 150,000

Base salary range for Georgia: $83,000 - $135,000

For employees based in Washington State, the percentage listed here is an estimated bonus target as a percentage of base salary,in accordance with the Forrester Employee Bonus plan. Individual and company performance, as well as other eligibility criteria, will determine the actual incentive amount.

Bonus target: 10%
