We are seeking a highly motivated, detail-oriented, and certified Proposal Writer Analyst to join our team in a remote, full-time capacity.

The ideal candidate will bridge capture data analytics and full-cycle proposal execution—leveraging federal market intelligence databases, historical award data, and generative AI tools to evaluate pipeline opportunities, track competitor positioning, synthesize technical inputs, and coordinate winning bids.

This is a fully remote, full-time position.

Key Responsibilities

Capture Analytics & Market Intelligence
  • Opportunity Tracking & Pipeline Analytics: Monitor, identify, and qualify public sector opportunities across federal and state procurement portals (e.g., SAM.gov, e-Buy, GovWin IQ, Highergov, FPDS, BGOV).
  • Historical Award & Spending Analysis: Mine Federal Procurement Data System (FPDS) and agency forecast data to analyze historical spending trends, incumbent contract values, task order burn rates, and pricing benchmarks.
  • Competitor & Teaming Intelligence: Conduct competitive landscape assessments, evaluating potential prime contractors, subcontractors, small business set-asides, and teaming partners.
  • Data-Driven Bid/No Bid Evaluations: Synthesize market data, customer acquisition history, and internal capability alignment into clear, data-backed Bid/No Bid gate reviews and executive briefings.
  • Capture Artifact Development: Create and maintain capture artifacts, including customer pain-point matrices, SWOT analyses, win-theme scorecards, and competitive positioning decks.
Proposal Lifecycle Management & AI Enablement
  • Full-Cycle Ownership: Lead and manage the end-to-end proposal development process for assigned bids, strictly adhering to all solicitation instructions, compliance rules, and delivery deadlines.
  • AI-Assisted RFP Shredding & Traceability: Utilize AI tools and automated parsers to rapidly extract requirements from RFPs, RFIs, and RFQs, generating accurate compliance matrices and cross-reference sheets.
  • Strategy & Rhythm of the Business: Facilitate kickoff sessions, manage color team review cycles (Pink, Red, Gold), and track milestones across capture and delivery teams.
  • Intelligent Content Management: Organize and curate ArcheSys’s central content library and boilerplate repository, applying AI indexing and semantic search to quickly surface high-scoring past performance and technical narratives.
Writing, Editing, and Quality Assurance
  • AI-Augmented Technical Writing: Serve as a primary writer, synthesizing SME inputs, capture win themes, and architectural briefs into persuasive narratives using LLMs—maintaining authentic tone, clarity, and strict federal compliance.
  • Stakeholder & SME Coordination: Partner closely with Subject Matter Experts (SMEs); leverage AI transcription and summarization tools to capture engineering interviews and convert them into proposal-ready drafts.
  • Verification & Compliance: Conduct rigorous human-in-the-loop editing to fact-check drafts, eliminate AI hallucinations, verify technical accuracy, and ensure 100% compliance with Section L & M instructions.
Documentation and Operational Support
  • Assist the Contracts team with NDAs, Teaming Agreements (TAs), and subcontract compliance records.
  • Maintain CRM and capture pipeline dashboards, keeping executive leadership informed on probability-of-win and milestone statuses.
  • Develop external marketing collateral, such as tailored capability statements and solution briefs, utilizing capture data insights and AI-assisted drafting workflows.
Required Qualifications
  • Education: Bachelor’s degree in Business Administration, Data Analytics, Communications, English, Marketing, Information Technology, or a related field (or equivalent practical experience).
  • Experience: Minimum of 2+ years of experience in federal/state proposal coordination, technical writing, or capture support.
  • Capture Data Proficiency: Demonstrated experience navigating and pulling data from federal procurement sources and intelligence tools (e.g., SAM.gov, FPDS, GovWin IQ, USAspending.gov, or BGOV).
  • AI Fluency: Hands-on experience using generative AI tools (e.g., ChatGPT, Claude, Microsoft Copilot, or GovCon-specific platforms) to conduct research, parse solicitations, summarize notes, or draft structured content.
  • Federal Procurement Knowledge: Solid understanding of Federal Acquisition Regulations (FAR/DFARS), standard procurement lifecycle phases, and contract types (FFP, T&M, Cost-Plus).
  • Certification: Active APMP Foundation Level Certification (or higher).
  • Analytical & Communication Skills: Proven ability to translate raw procurement data and complex technical concepts into clear executive summaries and compliant proposal sections.
Preferred Qualifications
  • Experience using enterprise GovCon capture and proposal acceleration platforms (e.g., GovDash, Highergov, etc.).
  • Familiarity with data analysis and visualization tools (e.g., advanced Excel, Power BI, or CRM pipeline reporting).
  • Experience with Shipley or equivalent capture and proposal management methodologies.
  • Background supporting proposals within IT, enterprise cloud, cybersecurity, or systems modernizations for public sector clients.
