SUMMARY OBJECTIVE Hiring range is negotiable between $65,924 and $85,689 depending on a candidate's qualifications and experience Performs responsible administrative, supervisory and semi-skilled to skilled work as the distribution section's manager, overseeing daily operations with respect to the installation, replacement, repair and maintenance of the City's water distribution system, including distribution lines, meters, valves, and applicable appurtenances. As an operations manager and supervisor within the distribution and collection division, an employee in this class may also perform similar maintenance requirements on the City's sewer collection system. Work involves the highly skilled operation of construction equipment, extensive knowledge of the water and sewer systems, and ability to identify and effectively repair infrastructure problems such as water leaks, meter malfunctions, sewer blockages etc.
Employee will oversee the City's water meter tracking and maintenance program to ensure the integrity of the water service provided to customers, as well to guarantee accurate billing and revenue collection. An employee in this class is responsible for overseeing the installation, cleaning, testing, repair and reading of all City water meters. Work also includes coordinating directly with customers to trouble-shoot issues with high water bills, as well to perform service connections and disconnections.
Employees in this classification will serve as the ORC for the distribution system and back-up Operator Responsible in Charge (ORC) for the collection system, oversee the Backflow Prevention program, and may serve in other specialized capacities requiring special knowledge and/or skills. The employee provides input on work planning and budget projection needs. Work includes meeting with businesses and property owners regarding requests for repairs.
Work entails significant public contact and requires good customer service skills. Work is performed under the general supervision of the Distribution and Collections Superintendent. ESSENTIAL FUNCTIONS Coordinates, supervises and participates in the installation, repair, construction or replacement of water lines and appurtenances, including meters, valves, hydrants, pumps, motors, etc.; connects and disconnects water service; investigates leaking water meters; makes water and sewer taps; and installs meters, valves and hydrants
Oversees the City's Backflow Prevention Program; monitors and tracks all commercial and industrial locations requiring backflow assemblies; notifies property owners when annual inspections are due; performs assembly inspections; relays inspection results to property owners and advises accordingly to ensure compliance is maintained. Directs the installation, repair, cleaning, and testing of water distribution meters citywide, including sand blasting, calibrating, adjusting fittings and flow testing meters to ensure reliability when installed; field tests large meters. Maintains inventory of installed water meters and locations; tracks individual meter maintenance and repair; prepares work orders.
Uses GIS mapping technology to locate distribution and collection mains, service lines and laterals; submits changes to update the GIS maps for newly discovered assets in the system Assigns tasks to workers in the field and inspects work in progress to ensure compliance with instructions; ensures safe work methods and adherence to safety requirements. Operates heavy construction equipment such as backhoes, loaders, dump trucks, JetVacs, trenchers, boring equipment, cranes, tractors, low boy, etc. in adverse locations requiring extensive situational awareness to avoid underground utilities, overhead lines, tree limbs, traffic, etc.
Operates various types of other equipment, including jack hammers, tamps, pipe threading machines, tapping machines, trenchers, compressors, boring machines, etc. in the performance of primary duties. Ensures machinery and equipment are properly maintained; coordinates scheduled maintenance and repairs accordingly to assure they remain in good working order.
Serves as the ORC for the distribution system and back-up ORC for the collections system for the City of Goldsboro. Enters and maintains data in the distribution system's database. Oversees backflow prevention program, ensuring all annual tests and maintenance reports are current.
Oversees valve maintenance program, ensuring valves are routinely exercised and remain operation. Participates in interviewing, hiring, and training employees; plans, assigns, and directs daily work requirements; conducts performance appraisals; handles personnel activities and disciplinary actions; addresses complaints and resolves problems. Orients new employees to the work requirements; trains and provides performance coaching with assigned staff; assists with performing more difficult tasks.
Provides recommendations on equipment and technological upgrades; oversees purchasing tools, PPE and supplies needed for daily operations. Ensures work is performed in accordance with OSHA and City safety regulations, standards and procedures. Compiles information for the division's budget and assists with developing a draft budget for the Superintendent's review.
Serves as lead supervisor on service calls, repair projects and when called back for emergency water distribution services. Locates and marks City water and sewer lines for other utilities and various construction projects. Responds to customer requests, concerns and issues; assists with problem-solving and trouble-shooting; assesses issues accordingly and communicates corrective actions to the customer.
Coordinates with other City departments. Stocks and maintains assigned trucks and equipment. Prepares and records work orders in CityWorks and completes daily work logs.
Performs other related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITITES Knowledge of the principles and practices involved in the installation, maintenance, repair and replacement of utility lines and all related structures. Knowledge of the tools, materials and equipment used in the installation, replacement, maintenance and repair of utility lines.
Knowledge of the principles and practices involved in the installation, maintenance, repair and replacement of water meters and related structures. Knowledge of the occupational hazards and safety precautions associated with working in confined spaces, near traffic and around raw sewage, as well operating heavy construction equipment. Knowledge of related engineering specifications, AWWA requirements, and related environmental laws.
Knowledge of the municipal water and sewer service policies and procedures. Knowledge of effective supervisory principles and practices, including leadership, motivation, conflict resolution, performance coaching and evaluation. Knowledge of the organization's water and sewer customer policies and fees.
Knowledge of the City's personnel, purchasing, and budgeting policies and procedures. Skill in the operation and preventative maintenance requirements of heavy construction equipment. Skill in the fundamental use of computers and basic administrative software applications.
Ability to operate office equipment, including computers and supporting word processing, spreadsheet and database applications Ability to work independently and use sound judgment. Ability to supervise and lead independently. Ability to prioritize, implement and direct maintenance operations and activities.
Ability to read plans, maps and drawings. Ability to establish and maintain effective working relationships with supervisors, peers and the general public. Ability to be tactful and use diplomacy in dealing with the public, especially in handling and resolving complaints.
Ability to prepare and maintain a variety of records and reports. Ability to communicate clearly and concisely, both orally and in writing. MINIMUM QUALIFICATIONS PHYSICAL DEMANDS: The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
The work may require specific physical characteristic and abilities such as heightened strength, mobility, dexterity and full range of motion. The following additional physical abilities are also required: crouching, kneeling, manual dexterity, hearing, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity and walking. WORK ENVIRONMENT: The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental risks, requiring a wide range of safety and other precautions.
The work is generally performed in inside and outside environments, in extreme hot and cold weather, and exposed to various hazards such as working in or around confined spaces, heavy traffic, loud noises and vibrations, moving mechanical parts, chemicals, fumes, odors, dust, mists, gases, poor ventilation and oils. Work entails possible exposure to raw sewage and is subject to the final standards of OSHA on blood borne pathogens. Employees will be required to wear appropriate Personal Protective Equipment (PPE) such as masks, coats, boots, goggles, shields, gloves, etc.
MINIMUM REQUIREMENTS: High School Diploma or equivalent; Five (5) years of experience in semi-skilled and skilled utility maintenance and construction work and operating heavy construction equipment; Computer experience with proficiency in Microsoft Office or similar software; Or an equivalent combination of education and/or experience. SPECIAL REQUIREMENTS: Possession of a valid North Carolina Class "B" Commercial Driver's License. North Carolina Grade A Water Distribution certification or ability to obtain within 1-year of hire date.
Grade III Wastewater Collection certification or ability to obtain within 1-year of hire date. Possession of Cross Connection Certification or ability to acquire within 1-year of hire date. PREFERRED QUALIFICATIONS: Supervisor and/or crew leader experience.
