To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION :
Under the direction of the Wildlife Management Areas facilities coordinator, this position performs highly complex (seniorlevel) geographic information systems work. Responsible for the creation, compilation, editing, and maintenance of attributed geospatial land records data for the Wildlife Division of Texas Parks and Wildlife Department (TPWD). Works closely with internal TPWD Divisions to provide geographic information system (GIS) based data and mapping support. Integrates TPWD geospatial property boundary data into Land Conservation database, other databases and web mapping applications; and works with IT and other divisions as needed to assist/create TPWD property boundary web mapping applications for internal and external customers. Duties require specialized knowledge and skills to include performing complex data creation and editing, data manipulation, data management, and application development for Wildlife Division land records. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations, and procedures.
MINIMUM QUALIFICATIONS :
Education :
Graduation from an accredited college or University with a bachelor's degree in Geographic Information Science (GIS), Geospatial Analysis, Management Information Systems, Geography with an emphasis in GIS, Natural Resources field with an emphasis in GIS, or Computer Sciences with an emphasis on GIS.
Three semesters of course work in GIS and/or statistics.
Experience :
Three years of experience using GIS techniques as primary tool in job function.
Two years of professional experience reading legal descriptions to compile and map data from land records and property surveys.
One year of professional experience in creating, editing, and managing spatial data and/or table structures.
One year of experience in web mapping and/or field application development using ESRI tools and techniques.
Licensure :
Must possess or be able to obtain, within 30 days of employment, a valid State driver's license.
ACCEPTABLE SUBSTITUTIONS :
Experience :
Graduation from an accredited college or University with a Master's degree in Natural Resource Sciences, Geography, or Computer Science with a concentration in GIS may substitute for one year of the required experience in GIS techniques as primary tool in job function.
Graduation from an accredited college or University with a Ph.D. in Natural Resource Sciences, Geography, or Computer Science with a concentration in GIS may substitute for two years of the required experience in GIS techniques as primary tool in job function.
Graduation from an accredited college or university with a Bachelor's degree AND certification in Geographic Information Systems may substitute for one year of the required experience in GIS techniques as primary tool in job function.
PREFERRED QUALIFICATIONS :
Education :
Graduation from an accredited college or University with a Bachelor's degree and certification in Geographic Information Systems from an accredited college or University.
Five semesters of course work in GIS and/or statistics.
Experience :
Five years of experience in GIS techniques and procedures with progressive technical advancement.
Five years of professional experience compiling and mapping data from land records and property surveys.
Three years of experience in map and feature services publishing and web mapping application development using ESRI technology.
Demonstrated experience leading GIS projects in a multiuser environment.
KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of terminology related to geographic information systems, including legal descriptions, land surveys, cartographic documents, engineering, aerial photography, orthophotography, cartography, database design, map projections, datums, and coordinates.
Knowledge of geographic data structures, practices and methods.
Knowledge of geography as applied to the concepts and principles of GIS, map projections, datums, and coordinate systems.
Knowledge of webbased mapping applications.
Knowledge of cartographic conventions.
Knowledge of GIS server environments and geodatabase administration.
Knowledge of natural and biological resource management concepts.
Skill in using MS Word, Excel and Outlook.

Ability to coordinate and integrate data and knowledge from various sources.
Ability to work as a member of a team.
Ability to work independently with little or no supervision.
Ability to conduct work activities in accordance with TPWD safety program.
WORKING CONDITIONS :
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.
Required to work overtime as necessary.
Required to perform work outdoors, occasionally in adverse weather conditions.
Required to travel 5% with possible overnight stays.
May be required to operate a State vehicle.
Must conform to TPWD dress and grooming standards; work rules and safety procedures.
Nonsmoking environment in State buildings and vehicles.
