Job description

Job Title: HSE Manager

Work Location: 100 Thermon Dr. San Marcos, TX

Reports to: Director HSE

Overview

The HSE Manager is responsible for leading, developing, and executing all Health, Safety, and Environmental programs at a multi-production manufacturing facility. This role ensures regulatory compliance, fosters a strong safety culture, mitigates risk, and supports continuous improvement across all production lines, maintenance activities, and support functions. The HSE Manager serves as a trusted advisor to plant leadership and employees while driving operational excellence through proactive safety and environmental management.

Key Responsibilities and Accountabilities include:

Health & Safety Leadership

· Lead the development, implementation, and continuous improvement of site-wide HSE policies, programs, and procedures

· Champion a strong safety culture through visible leadership, employee engagement, and safety awareness initiatives

· Serve as the site technical expert on occupational health and safety matters

Regulatory Compliance

· Ensure compliance with all applicable federal, state, and local HSE regulations (e.g., OSHA, EPA, DOT, and local authorities)

· Maintain all required permits, records, and reporting (injury logs, environmental releases, training records, audits)

· Act as the primary liaison with regulatory agencies, inspectors, and external auditors

Risk Management & Incident Prevention

· Conduct and oversee risk assessments, job safety analyses (JSAs), hazard identification, and control measures

· Lead incident investigations, root cause analyses, and corrective action implementation

· Monitor leading and lagging safety indicators and develop improvement plans

Training & Employee Engagement

· Develop and deliver HSE training programs for employees, supervisors, and contractors

· Ensure onboarding and recurring training meet regulatory and company standards

· Support employee safety committees and continuous improvement teams

Environmental Management

· Manage environmental compliance programs, including waste management, air emissions, water usage, and chemical handling

· Drive sustainability and waste-reduction initiatives aligned with company goals

· Oversee emergency response and spill prevention programs

Operational Support

· Partner with Operations, Maintenance, Engineering, and HR to integrate HSE into daily activities and change management

· Support new process introductions, equipment installations, and facility modifications from an HSE perspective

· Oversee contractor safety programs and site access requirements

Audits & Continuous Improvement

· Conduct internal audits and inspections; track and close corrective actions

· Support corporate and third-party HSE audits

· Lead continuous improvement projects focused on reducing incidents, risk, and environmental impact

Required Qualifications

· Bachelor's degree in Safety, Environmental Science, Engineering, or a related field

· 10+ years of progressive HSE experience within a manufacturing environment

· Strong working knowledge of OSHA, EPA, and environmental compliance requirements

· Experience supporting multi-production or complex manufacturing operations

· Proven incident investigation and risk management expertise

Preferred Qualifications

· Professional certifications (e.g., CSP, ASP, CHMM, CIH, or equivalent)

· Experience in high-risk manufacturing environments (chemical, automotive, metals, food & beverage, etc.)

· ISO 14001 / ISO 45001 experience
