The Deputy Portfolio Manager (DPM) assists the Portfolio Manager in executing, monitoring, and aligning a suite of programs and projects with organizational strategic goals. The DPM ensures consistent delivery, risk mitigation, and optimal resource allocation across the assigned portfolio. Playing a critical role in the day-to-day operations of the portfolio, DPM acts as a liaison between Portfolio Oversight Managers (POMs), Program leadership, and stakeholders. They ensure adherence to schedule and risk management practices, and performance metrics while driving process improvements to support mission readiness and operational success.
Responsibilities
  • Portfolio Governance & Strategic Alignment:
  • Oversee a portfolio of projects, ensuring collective alignment with the overall business strategy.
  • Establish and enforce project management standards and methodologies across the organization.
  • Monitor the health of a project portfolio, providing executive-level reporting on progress and risks.
  • Portfolio Execution & Support: Support the Portfolio Manager in the oversight of related team members, ensuring they meet performance, schedule, and quality goals.
  • Day-to-Day Operations: Manage daily operational tasks of the portfolio, including the facilitation and monitoring of project delivery procedures, and facilitating communication between POMs, Program Leadership and Departments.
  • Risk & Issue Coordination: Assist in the management of tracking and mitigation of processes for program risks and issues and help to monitor the implementation of contingency planning.
  • Stakeholder & Team Communication: Serve as a key point of contact for Project -Oversight Managers (POM) and Program Leadership, preparing regular status reports, and escalating critical issues to the Portfolio Manager and Program Leadership.
  • Performance Monitoring: Track and report on key performance indicators (KPIs), procurement, and programming milestones across all departments within the portfolio.
  • Process Adherence & Improvement: Help implement and ensure adherence to best practices such as Agile, ITIL, or CMMI, and assist in developing standard operating procedures (SOPs) to enhance efficiency.
  • Resource Coordination: Assist in the coordination and allocation of resources, support POMs, and help oversee subcontractor performance to ensure quality and on-time delivery.
  • Other duties as assigned

Qualifications
  • Bachelors degree in computer science or related field from an accredited university
  • 7+ years of full-time work experience, including 5+ years of current applicable experience in DoD IT Portfolio Management.
  • Proven experience governing multiple complex projects simultaneously.
  • Experience with Agile frameworks (Scrum, Kanban, etc.) and principles at a portfolio or program level.
  • Experience supporting federal government contracts and a strong understanding of Program Management in a federal/DoD environment.
  • Experience with Agile Methodology
  • Project Management Professional (PMP)
  • TS with SCI Eligibility.

Preferred Qualifications:
  • Successfully pass background and drug screening

Knowledge, Skills, and Abilities:
  • Excellent communication, facilitation, and interpersonal skills, with a proven ability to engage with executive-level stakeholders.
  • Strong strategic, analytical, and problem-solving skills.
  • Proficiency in leveraging Jira for portfolio-level reporting and analytics
  • Expert understanding of project management principles, portfolio management, and governance frameworks.
  • Solid knowledge of IT systems, with familiarity in areas like cloud environments (AWS GovCloud/Azure), DevSecOps, software development, or cybersecurity.
  • Working knowledge of project management frameworks (e.g., PMBOK), ITIL, and Agile methodologies.
  • Proven ability to support and coordinate cross-functional teams to achieve complex program goals.
  • Strong verbal and written communication skills for reporting on project status and collaborating with diverse teams and stakeholders.
  • Masterfully translates business strategy into an aligned project portfolio, ensuring all initiatives drive organizational goals and deliver maximum value.
  • Expert in scaled agile frameworks, particularly SAFe's Lean Portfolio Management, using Lean Budgets and Guardrails to enable dynamic, value-stream-based funding.
  • Proficient in leveraging tools like Jira Align and Advanced Roadmaps to monitor portfolio health with outcome-based metrics (OKRs, Flow Metrics) and make informed decisions.
  • Possesses exceptional "power skills" to communicate complex information to senior leadership, build trust, and expertly mediate conflicts over priorities and resources.
  • Champions organizational agility by mentoring project managers, sponsoring a Lean-Agile Center of Excellence (LACE), and facilitating Communities of Practice (CoPs).
  • Establishes and oversees robust frameworks to identify, assess, and mitigate risks and dependencies at the portfolio level.
  • Utilizes economic and qualitative models (e.g., WSJF, ROI) to objectively prioritize projects, ensuring resources are allocated to initiatives with the highest business value.
  • Adaptability & Forward-Thinking Mindset: Proactively stays current with emerging trends like AI and ESG, maintaining the flexibility to adjust the portfolio in response to a dynamic business environment.
  • Stakeholder Engagement: Skillfully facilitates continuous engagement from Business Owners and other key stakeholders to provide feedback and ensure alignment throughout the project lifecycle.
