Job Overview:

DAP Construction Management (DAP) is seeking an experienced Project Manager to oversee federal construction projects under the VA MATOC contract in San Antonio and surrounding areas.

This leadership role is responsible for attending firm-fixed-price task orders from pre-construction through closeout, ensuring projects are delivered on time, within budget, and in full compliance with federal contract requirements. The ideal candidate has strong experience in Department of Defense (DoD), USACE, NAVFAC, or similar federal construction environments and thrives in a highly structured, compliance-driven setting.

The Project Manager serves as the primary liaison between DAP, Government representatives, subcontractors, and internal teams, driving accountability across safety, quality control, schedule, and financial performance.


Key Responsibilities

Project Leadership & Oversight

  • Lead all phases of federal construction projects from award through Government turnover.
  • Provide direct oversight to Superintendents, QC Managers, Project Engineers, and administrative staff.
  • Align field execution with contractual, financial, and scheduling objectives.
  • Drive a culture of accountability, safety, and quality across all project stakeholders.

Federal Contract Management

  • Manage MACC task orders in accordance with FAR/DFARS and agency-specific requirements.
  • Prepare and contribute to Task Order Proposal Requests (TOPRs), including narrative development and pricing coordination.
  • Lead negotiations for contract modifications and equitable adjustments.
  • Ensure compliance with contract documents, specifications, and Statements of Work (SOWs).

Financial & Cost Control

  • Develop and manage project budgets, forecasts, and cost controls.
  • Monitor project financial performance and maintain profitability.
  • Review and approve subcontractor pay applications and prepare owner billings.
  • Identify and mitigate financial risks throughout the project lifecycle.

Scheduling & Execution

  • Develop and maintain detailed project schedules in coordination with field leadership.
  • Monitor critical path activities and proactively address delays.
  • Conduct regular project meetings with Government representatives, subcontractors, architects, and engineers.
  • Perform site visits to ensure quality standards and schedule adherence.

Skills

  • 7+ years of experience in construction project management, preferably in Federal Construction.
  • Ability to read and interpret blueprints, conceptual drawings, and SOWs.
  • Familiarity with design-build methods.
  • Strong leadership skills with the ability to drive internal teams toward timely and successful project outcomes.
  • Familiarity in project management software (Primavera P6, Procore, etc.).
  • Strong knowledge of construction methods, codes, and regulations.
  • Excellent communication and organizational skills.
  • OSHA-30, EM 385-1-1, and current CQM-C Certification (preferred but not mandatory).

Additional Requirements

  • This position requires access to Air Force Bases, and other high security locations. Candidates must be able to pass an in-depth background check in accordance with federal and base security requirements.
