The Opportunity

BV seeks an enthusiastic, articulate, motivated Project Manager to manage civil works projects primarily for Department of Defense (DOD) entities including the US Army Corps of Engineers (USACE); Navy (NAVFAC); Air Force (Base Civil Engineers); Marines; Department of Interior (DOI) entities including the; Bureau of Reclamation (USBoR); Fish and Wildlife Services (FWS); Bureau of Indian Affairs (BIA); Department of Homeland Security including DHS, Federal Emergency Management Agency (FEMA); as well as many other Federal agencies.

Projects most likely include design of new or renovated civil works facilities such as dams; levees; floodwalls; locks; various types of line-of-protection interior drainage facilities; large size diversion tunnels; channels; streambank restoration; and, ecosystem development that may be involved in various project phases that include planning, design, construction, operations and maintenance, and/or rehabilitation/major modifications processes. A priority for our team is expanding our Federal A/E areas of focus using a variety of contract vehicles, including Architecture/Engineering (A/E) IDIQ, MATOC, SATOC and MACC (D/B) for Air Force (AFCEC), Army (USACE), Navy (NAVFAC), other DoD components and numerous other Federal Agencies as noted above.

Typical client base includes Department of Defense (DOD), United States Army Corps of Engineers (USACE) and many private companies in the Federal arena where BV frequently teams for project execution in joint venture (JV) roles, utilizes a sub/prime contracting arrangement or in a Mentor/Protege relationship.

Typical monthly duties will include responsibility for client interface on all assigned projects, proposal support for new sales, typical project management duties including project profitability reporting, staffing oversight, schedule and progress control, quality, safety, and project status reporting. All are accomplished with support of the project team depending on the magnitude of the assigned projects.

This position provides ample opportunity to coordinate with other BV offices and to coordinate with other BV Business Sectors.

Our professionals may also be involved with new Business Development assignments to include leading, preparing, assisting, or reviewing Black & Veatch proposals to Request for Proposals as issued by our major civil works clients.

Key Responsibilities
  • Manages all aspects of small to mega Design Services projects, including risk to cost, schedule, and quality.
  • Responsible for the day-to-day successful execution of contracted engineering, procurement, and construction phase service scopes in the areas of performance, financial metrics, planning, schedule, quality, contractual compliance, safety, and client satisfaction.
  • Manages and leads various sized teams of multi-discipline professionals. Identifies requirements for the successful staffing of the project and coordinates staffing with discipline Department Managers.
  • Coordinates and integrates the activities associated with the engineering, procurement, construction phase services, and commissioning elements of the project, including the activities of all third-party companies contributing to a project.
  • Supports business capture processes by leading proposal teams for the successful response to client requests for proposal.
  • Supports many aspects of Business Development in a "seller doer" role with an emphasis on client satisfaction and repeat business.
  • Actively leads BV's participation in the Federal CPARS contractor evaluation system which is key to qualifying for future work with all Government entities.

Management Responsibilities
Acts as a project manager. Among responsibilities is management of a project team. The individual comprising this team may vary by project.
Preferred Qualifications
  • 5+ years of related civil works project management experience that could be in either a direct Project Management (PM) role or in a subordinate support role to a project manager by performing such duties as a Task Order Manager (TOM), Engineering Manager (EM), Subject Matter Expert (SME) or as a Major Discipline design team leader.
  • Proven experience with DoD clients in delivering high quality A/E programs and projects to key clients, including the management of geographically dispersed, multi-disciplinary, collaborative project design teams
  • Prior experience in managing facilities and infrastructure projects for DOD and/or other Federal agencies/entities, including developing qualifications packages, negotiating fixed price task orders, and delivering both full design projects (design-bid-build), design-build requests for proposals (RFP's), Early Contractor Involvement (ECI) or other potential procurement options.
  • Licensed Engineer or Architect preferred
