Senior IT Project Manager (Medicaid Enterprise Systems)
Overview / Summary
The Med-QUEST Division (MQD) leads statewide efforts to provide medical assistance to low-income Hawai'i residents and maintains Medicaid enterprise systems and related technology solutions that support program administration, operational efficiency, and service delivery.
The Senior IT Project Manager is responsible for leading and delivering complex technology and business projects across the Medicaid enterprise. This role manages the full project lifecycle from planning and design through implementation, stabilization, and closeout. The position serves as a key coordination point among business units, IT teams, leadership, consultants, contractors, and third-party partners to ensure successful project delivery aligned with organizational objectives.
Key Responsibilities
Project Leadership & Delivery
  • Own the full lifecycle of project delivery from planning through implementation and closeout.
  • Lead large project teams and oversee subprojects managed by other team members.
  • Ensure alignment of project activities with organizational strategy and objectives.
  • Facilitate cross-department collaboration and resolve issues requiring multi-team coordination.
  • Work with project managers, consultants, contractors, and assigned project staff to resolve planning and implementation challenges.

Planning, Tracking & Reporting
  • Develop and manage integrated project plans, schedules, risk logs, issue logs, cost reports, and status reports.
  • Track progress against project milestones and adjust plans as needed to support on-time delivery.
  • Prepare and deliver executive-level presentations and briefings.

Risk, Issue & Change Management
  • Identify, analyze, and mitigate project risks and escalate issues as appropriate.
  • Exercise sound judgment within established procedures and policies.
  • Evaluate and implement recommended process or scope changes.

Stakeholder & Vendor Engagement
  • Serve as the primary interface with internal stakeholders, leadership, and third-party vendors.

Education

Experience
