Description Performs as a journey-level Emergency Management Specialist, independently providing competence in performing assigned tasks; applies and interprets regulations and guidelines; works independently with delegated authority for the delivery of emergency management services; and performs other related duties as required. Distinguishing Characteristics: The basic objectives of the County's emergency management programs are to assist the County of Maui to prepare for, mitigate against, respond to, and recover from emergency disasters within the County of Maui. Classes in the Emergency Management Specialist series are distinguished by their responsibilities for the preparation and planning for natural and human-caused incidents, emergencies, and disasters, and/or the continuity or operational requirements to be implemented before, during, and after emergencies and disasters.
The Emergency Management Specialist IV is the journey-level class in the Emergency Management Specialist series, distinguished by the responsibility to independently perform complex professional work which involves the development, review, and maintenance of appropriate documentation pertinent to one or more phases of emergency management; whereas the Emergency Management Specialist V is distinguished by performing as a senior level specialist, team leader, or a working supervisor of professional staff facilitating programs, projects, and functions with other County agencies, local jurisdictions, other States, Federal agencies, and the private sector. The Emergency Management Specialist IV class differs from the Emergency Specialist III class, as the Emergency Specialist III class is an independent specialist position within the series and is distinguished by the responsibility of Independently performing a wide range of emergency management duties of moderate complexity while receiving only limited training in the fundamental concepts, principles, techniques, and work processes of emergency management. Examples of Duties (The following are examples of duties and are not necessarily descriptive of anyone position in this class.
The omission of specific duties statements does not preclude management from assigning such duties if such duties area logical assignment for the position.) Reviews, develops and maintains plans and procedures for emergency response and disaster operations relative to one or more phases of the emergency management program; Suggests policies or courses of action that address issues or gaps uncovered during the planning process, or would otherwise improve the County's disaster preparedness, mitigation, response, and recovery capabilities; Addresses gaps and ensures County documentation is comprehensive, coordinated, and reflective of a whole-community approach to emergency management; Develops and maintains Agency-level documentation to include but not limited to the Agency's strategic vision and continuity of operations; Develops, implements, and administers contract financial tracking reports for Countywide services; Participates in engaging County, State, Federal, Non-Governmental, and Private Sector stakeholders in the preparedness, mitigation, response, and recovery; Attends and participates in meetings, conferences, workshops, and public appearances and assists in their coordination and setup; Participates in the activation and staffing of the Emergency Operation Center; assists in the development, conduct, and execution of emergency and disaster exercises; Performs other related duties as required. Minimum Qualification Requirements Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in emergency management, homeland security, civil engineering, geology, geography, climatology, ecology, environmental science, public administration, business administration economics, or a related field and two and a half (2 ) years of progressively responsible work experience in the emergency management field. License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3)
Knowledge of: Plans, objectives, principles, methods, standards, policies, and procedures of emergency management; County, State and Federal emergency management rules and regulations; functions, roles and responsibilities of the County Emergency Management Program, as well as other Counties, Federal, State, private sector, non-profits, military and volunteer responding agencies; National Incident Management System (NIMS) and the incident command system; Emergency Management Accreditation Program (EMAP); Emergency Management Assistance Compact (EMAC); State Emergency Operations Center (SEOC) operations, functions and responsibilities; State Emergency Response Team (SERT); facilities management, operations and maintenance, inventory stockpile principles, reimbursement recordkeeping and claiming requirements; policies, documentation and operations of effective alerting and warning systems, siren and outreach for emergency alert warning management; communication principles, practices and techniques and their application, including amateur radio capability and community resources; information technology hardware, networking, and software requirements and capabilities; administrative policies and procedures of the Public Assistance and Individual Assistance Programs; governmental and Federal Emergency Management Agency (FEMA) rules and regulations for recovery and mitigation assistance grants, funding and reimbursements; financial management policies and regulations for expenditures, purchasing, procurement, payroll and human resources rules and regulations; use of standard office machines and equipment, including personal computers. Ability to: Analyze full-spectrum emergency management requirements for formulation of effective and quality documentation including plans, policies, procedures, guides, and checklist; assess and prioritize hazards relevant to Hawaii; evaluate data, analyze and determine cost-effectiveness for optimal operations; work independently, make appropriate decisions, prioritize work assignments, and complete tasks in a timely manner; establish and maintain effective working relationships with others with strong customer relation and tact, interpersonal skills with personnel in various governmental, business and other community groups; research national and international "best practices" and determine suitable provisions for Hawaii; provide clear, concise and effective written reports, plans and other written documentation; communicate through oral and written communication; facilitate group meetings and committees to work collaboratively; demonstrate accuracy and thoroughness in work product; work under stressful conditions; work in enclosed emergency operations center; be available at all times for additional hours with little notice, including weekends, and beyond normal work hours with little rest; effectively operate a personal computer using a variety of software applications.
